Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Context:

The International Organization for Migration (IOM) is part of the United Nations System as the leading inter-governmental organization promoting, since 1951, humane and orderly migration for the benefit of all, with 174 member states and a presence in over 100 countries. IOM has been a leader in support to interagency Protection from Sexual Exploitation and Abuse (PSEA) efforts since the 2011 appointment of IOM’s former Director General, William Lacy Swing, as the first Inter-Agency Standing Committee (IASC) PSEA Champion. Since this time, IOM has continued to strengthen PSEA efforts within humanitarian operations worldwide and is the only IASC member agency to maintain a dedicated team to support inter-agency PSEA efforts at the country level, providing global guidance and technical assistance, as well as capacity and tools development to interagency PSEA programmes in-country. As part of IOM’s Safe from the Start (Phase VIII) project, the incumbent will support key interagency PSEA deliverables, contributing to the overall project response.

Under the overall supervision of the Deputy-Director of IOM’s Department of Operations and Emergencies, and under the direct supervision of the PSEA Project Manager (Inter-agency CB), the PSEA Support Officer will be responsible for supporting interagency PSEA activities implemented under IOM’s Safe from the Start project.

Core Functions / Responsibilities:

  1. Work with the inter-agency PSEA Project Manager to move IASC PSEA strategic priorities forward and promote mainstreaming and standardized institutionalization of PSEA good practice at the global level among relevant coordination mechanisms and working groups.
  2. Assist the PSEA Project Manager with the identification of requests for technical support and assist in delivering guidance to contribute to the development and strengthening of in-country interagency PSEA initiatives; and deploy in-country to provide support upon request.
  3. Support the improvement of the interagency PSEA Coordinator training curriculum and assist the inter-agency PSEA Project Manager in organizing and facilitating trainings and other capacity building events.
  4. Assist the interagency PSEA Project Manager with the IASC’s Review and Revision of the Inter-agency Community-Based Complaint Mechanism (IA-CBCM) model and guidance, including administration and analysis of evidence gathering results, organizing global events, drafting outcome reports and guidance materials, as well as assist with taking forward follow-up actions proposed under the IASC’s work to roll out IA-CBCMs.
  5. Review and compile progress reports, collect lessons learned and best practices, and contribute to draft talking points, case studies, and guidance document, in close coordination with relevant IOM Departments.
  6. Promote good practices and support the integration of IASC PSEA tools and guidance developed under the Safe from the Start Project within in-country inter-agency PSEA programming.
  7. Contribute to update PSEA resources developed by IOM to incorporate user feedback and to reflect most recent policy developments and tools, including but not limited to IOM’s Frequently Asked Questions (FAQs) on Inter-Agency PSEA and the Deployment Package for PSEA Coordinators.
  8. Participate in interagency technical forums on PSEA, including the IASC’s Technical Advisory Group on PSEA, and other meetings as required.
  9. Work in close coordination with PSEAH team, and other relevant Departments, and support liaison with relevant external stakeholders, as requested.
  10. Undertake duty travel when required.
  11. Perform other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Law, Political or Social Sciences, International Affairs, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience with global investigation mechanisms for sexual misconduct, a distinctive asset;
  • Experience in planning training and/or workshop events and developing materials;
  • Experience working with inter-agency humanitarian coordination mechanisms – IASC or UNcoordination fora – and proven experience liaising with various stakeholders including UN agencies, NGOs, donors etc.

Skills

  • In-depth knowledge of PSEA policies, operationalization and accountabilities, including relevant IASC commitments and guidance documents and tools;
  • Excellent drafting skills in English and strong ability to draft reports, guidance documents and communication materials; excellent drafting skills in another UN official language, a distinctive advantage;
  • Sound interpersonal skills and ability to work in a multi-cultural context.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French, Spanish, Arabic or other UN official languages is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
