DCAF’s Europe and Central Asia Division is currently implementing the project ‘Good Governance in Cybersecurity in the Western Balkans’, for a duration of 3 years (June 2021- March 2024) with the support of the United Kingdom’s Foreign, Commonwealth and Development Office. The project seeks to develop and strengthen capacities in the field of cybersecurity, promote good governance and provide an enabling environment for development. The objective is to contribute to cybersecurity in the Western Balkans that not only protects the Western Balkan economies and their European neighbours, but is also more responsive to the security needs of all. To achieve this goal, DCAF provides practical guidance and support to assist Western Balkans stakeholders in ensuring more effective governance of the cybersecurity sector.

To strengthen the team implementing the project, DCAF is currently looking for a highly qualified and motivated project expert consultant with expertise in cybersecurity governance. The consultant would be based in Pristina.

Expert Consultant – Cyber Security Governance (work rate 50 – 100%)

  • Location: Pristina
  • Starting date: September or October 2022
  • Duration: 18-month fixed-term contract

The role

Under the supervision of the Geneva based project director, the incumbent will support the conceptualization, planning and implementation of the project ‘Good Governance in Cybersecurity in the Western Balkans’ and its activities in Kosovo. These activities support state and non-state actors involved in cybersecurity governance in Kosovo.

Key areas of operation:

  • Plans and implements project activities in Kosovo;
  • Liaises with project beneficiaries and partners; supervises external expert advisers;
  • Supports colleagues in the planning and implementation of project activities in other areas, as necessary;
  • Contributes to project reporting and planning, as necessary.

Your experience

  • Advanced university degree in law, political science, international relations, international human rights, information security or related field;
  • Minimum 5 years of experience on issues related with cybersecurity, human rights, democratic governance, security sector reform, or related topics;
  • Knowledge of international best practices in cybersecurity governance as well as of cybersecurity policy developments in Kosovo and the Western Balkan region;
  • Experience in working for and/or supporting cybersecurity actors will be considered an asset;
  • Experience in results-based project management will be considered an asset;

Additional requirements:

  • Working permit in Kosovo at the time of application is a pre-requisite;
  • Fluency in Albanian and excellent written and spoken English are a pre-requisite; Knowledge of any other Western Balkan language considered an asset;
  • Excellent inter-personal skills and ability to establish and maintain effective partnerships and working relations in a politically diverse and at times sensitive environment;
  • Strong organisational skills with an ability to work independently and self-responsibly within the given deadlines;
  • Excellent communication skills (oral and written).
