Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

At IOM Headquarters, within the of Operations and Emergencies (DOE), the Institutional Capacity Building Unit (ICB) manages the organization-wide global projects aimed at strengthening IOM capacities in crisis response and IOM’s role in the humanitarian system and advises on the development and implementation of systems, platforms, trainings, and guidance produced and maintained to support such capacities and role.

Under the overall supervision of the Deputy Director, DOE and the direct supervision of the Programme Officer, ICB, the successful candidate will support the development and implementation of the DOE global capacity building projects for strengthening IOM’s humanitarian response.

Core Functions / SayPro:

  1. Support the development and review of new project proposals for capacity building in the area of emergency preparedness and response, according to IOM and donor requirements; ensure adequate coordination of inputs from relevant technical experts.

  2. Support the compilation and submission of project reports, ensuring the coordination of information gathering processes and input consolidation, and appropriate liaison with DOE divisions and DRD. Perform the necessary Prima requirements in relation to project reporting.

  3. Assist with projects implementation, notably with respect to monitoring of activities and results and tracking of administrative processes for procurement.

  4. Support thematic specialists in the implementation of the projects’ communication strategy. Maintain the global capacity building projects’ Newsletter and contribute to the development of other communication products on project results for internal and external audiences. Ensure the dissemination of project updates through newsletters and other multimedia tools.

  5. Provide support on specific initiatives funded through the projects, liaising with other divisions/units and based on the needs of the respective focal points.

  6. Support the development of talking points, background notes and notes for the file for a variety of meetings and presentations, including for IOM meetings with key donors.

  7. Provide general logistic and technical support for the preparation and organization of webinars, trainings, surveys and other events.

  8. Support the design of key products, including reports and sitreps, for publication and external dissemination.

  9. Perform such other duties as may be assigned by the supervisor.

Required Qualifications and Experience:

Education

• Master’s Degree in Political or Social Sciences, Law, Human Rights, International Affairs, Migration Studies or a related field from an accredited academic institution; or

• University degree in the above fields with two years of relevant professional .

Experience

• Experience in project development, monitoring and evaluation;

• Knowledge and of different aspects of institutional strengthening programmes.

Skills

• Good knowledge of the broad range of migration related subject areas dealt with by the Organization and in the field of emergency response and humanitarian assistance with the UN, international organizations and non-governmental organizations;

• Proficient in the use of Microsoft Office products particularly SharePoint and Teams and other software used for presentations including Excel, Word, Powerpoint, Publisher, Adobe, etc.

• Ability to supervise interventions and coordinate administrative activities;

• Excellent writing and editing skills with a track record;

• Demonstrated ability to communicate with a wide variety of audiences.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
