   World Vision US is hiring a Spanish and French-Speaking Senior Finance Officer to serve on the Finance Operations Team within the International Programs Group.  At a Glance  Role: Senior Finance Officer, International Programs  Location: Washington, D.C., USA  Reports to: Senior Manager, Finance, International Programs  Language: Spanish or French Required  Required : Bachelor's degree in accounting, finance or international business or equivalent (eight years) work . In addition to education or educational equivalent, requires work  in finance and complex grants management ; 5-8 years required. Certified Public Accountant (CPA) or other professional accreditation preferred. Previous work  with an international relief/development organization recommended. Preferred sector specific education/:   Work Authorization: Must be authorized to work in the U.S.A. for any employer.  Travel: Up to 25% of time both in development and fragile contexts.  The Job:  World Vision is looking for a Senior Finance Officer to oversee international financial management of complex sector specific portfolios of cash grant programs, ensuring resources are acquired, properly allocated according to donor requirements, and efficiently utilized to meet project goals. The officer will provide risk mitigation and capacity building services to appropriate field-facing and donor-facing stakeholders. As a Christian organization, this individual will help carry out our Christian organization’s mission, vision, and strategies; personify the ministry of World Vision by witnessing to Christ, and minister to others through life, deed, word, and sign.  Your SayPro Will Include:  The essential functions of the job include the financial aspects of U.S. public, private, sponsorship and foundation grants, including grant acquisition, management, and closeout.  Keep Christ central in our individual and corporate lives. Attend and participate in the leadership of devotions, weekly Chapel services, and regular prayer. Project/Grant Acquisition: Lead the preparation of proposal budgets, financial plans, amendment requests and extensions in collaboration with stakeholders. Ensure all project and support costs are appropriately represented in budgets in keeping with policy and process. Review and approve financial aspects of award documents from donors. Advise program and fundraising teams on options to meet match requirements. Commit funds to projects when approved and funded by donors ensuring commitments are in-line with revenue projections and donor promise. Project Implementation and Management: Provide financial management and support for a complex portfolio of cash programs from multiple donors in the areas of Sponsorship, Private Non-sponsorship, and/or Public Sector, as assigned. Interpret budgets and budget implications of food assistance grants and assist in budget design. Facilitate booking of food commodity, freight and monetization proceeds in according with policies and procedures. Alignment, Reporting, and Analysis: Create financial reports and close-out documents in compliance with donor requirements and government regulations. Monitor and analyze program spending trends and key financial status metrics. Advise and resolve related issues by collaborating with program, fundraising teams and other key stakeholders.  Ensure financial objectives are in alignment to WVUS strategy and donor requirements Audit/Compliance: Support external and internal audits, interpret regulations to the organization to ensure compliance to Generally Accepted Accounting Principles, internal finance policies, government regulations and other donor requirements. Collaborate with internal partners and donors to resolve significant audit findings. Capacity Building: Facilitate training sessions on topics such as grants management, general accounting, internal controls and administrative systems, as well as sectoral specific topics to field staff as needed and assisting field offices in interpreting regulations to ensure compliance. Contribute to the capacity building efforts by assisting in the development of training materials and tools. Attend assigned finance team meetings. Other functions may be assigned by the supervisor time to time Work collaboratively with team members when assigned to work as part of a team. Keep informed of organizational announcements, activities and changes via regular reading of the WVUS Intranet and other corporate communication tools. You Bring These Skills:  Financial competency and strong budgeting skills, including  in managing financial risk Grant management , and a strong understanding of USAID grantee and donor requirements through  Demonstrated cross-cultural communication skills, and ability to collaborate effectively across teams Strong written and oral communication skills in English Keen ability to identify opportunities for process improvement and innovation Ability to train, facilitate, and coach through training sessions and presentations; an ability to mentor and teach individuals Technical expertise A mature faith in Jesus Christ Education and Experience:  Bachelor's degree in accounting, finance or international business or equivalent (eight years) work . In addition to education or educational equivalent, requires work  in finance and complex grants management ; 5-8 years required; 12 years preferred. Certified Public Accountant (CPA) or other professional accreditation preferred. Previous work  with an international relief/development organization recommended.  Preferred sector specific education/ includes:  FOOD: Work  to include financial management and budgeting of USAID Title II food and program design and proposal development with a  successful track-record (USDA and WFP preferred). Familiarity with USAID/FFP and USDA regulations and internally accepted standards for food aid budgeting and management. CASH: Working knowledge of and  with US Government regulations on grants management and  in financial management and budgeting in private and public sector (including micro-enterprise) programming. Additional Skills We Are Interested In:  Working knowledge of and  with projects funded by The Global Fund is highly preferred, in addition to US government assistance projects. Language proficiency in Spanish and/or French highly preferred, in addition to proficiency in English language.
