JOB DESCRIPTION
Mission
The HR Support back office is in charge of defining, implementing tools and HR policies for the WaCA missions aligned with the HR objectives.
This includes development and improvement of tools and reports, working on the policies and guidelines, and support on deployment and capacity building of the field HR Teams. To that end, he/she interworks with third parties (HR platforms) for to ensure coherence and integration of the other systems.
He/she supervises the Field HR Information System and the HR Forecasting tool that will be selected by MSF WaCA.
Main SayPro
Processes and procedures:
- Analysis, simplification and sharing of the current tools, policies, and procedures with a view to be adapted to field operations.
- Set up the standard report formats for project, coordination, and field visit purposes.
- Work on a WaCA HR guideline and follow the standardization at country level.
- Review existing HR tools in the movement as well as associated user manuals and make proposals with adjustments if necessary for better agility.
- Analyse regularly data from the field (report, monitoring of indicators, fundamentals) and give technical advice and appropriate recommendations.
- Work in close collaboration with the Digital transformation to facilitate the digitalization of HR tools
- Steer the general strategy for the field HR Information Systems as well as Data and reporting within WaCA HR.
- Be the focal point for all technical questions related to HR Administrative management (Homere, HR Forecasting tool, compliance with legal framework, compensations etc.)
Human Resources:
- Supervision and focal point in discussing training opportunities (Welcome to MSF, Field HR Training) with the other OCs
- Brief the field HR teams on the use of the different tools, guidelines, policies and debrief them at the end of their assignment
- Creation and animation of HR modules of various MSF trainings if needed
Other:
- Contribute actively to any transversal project when requested by the HR Op
- Can represent the WaCA HR operations in working groups and HR platforms,
- Can support the field team in emergency mission deployment of filling temporary a gap
Qualifications
Training in Management / Administration / HR
Training in Labor Law is considered as an value
Professional required
- Minimum of 2 years of professional demonstrated in Human Resources Management
- More than 3 years MSF field with HR responsibilities (field or coordination)
- An in the development of tools / policies / guidelines is considered as an value
