PURPOSE AND RATIONALE OF THE QUALIFICATION 
This qualification is for persons who work or intend to work within a construction context on a site, and who seek recognition for essential skills in construction operations in roadworks.

People credited with this qualification must know and are able to:

  • Communicate in a Road construction environment (verbally, writing, signs)
  • Use mathematics in a Road construction environment (calculate quantities, set out work)
  • Perform team leader supervisory functions (when such unit standards are elected)
  • Conduct general construction activities (use and maintain small plant)
  • Conduct roadworks construction activities (as reflected in unit standard elected)
  • Perform supplementary roadworks construction activities

    Recipients of this qualification will have the knowledge and skills to conduct the essential operations associated with efficient and safe work in roadworks.

    The qualification is designed to be flexible and accessible so that people are able to demonstrate the competencies required to work safely in construction generally and more specifically in roadworks.

    Rationale:

    The introduction of a National Certificate in Construction at level 2, based on unit standards will allow learners to develop skills required in the Construction Industry. The stream or context in which the learner will apply the generic construction competence forms part of the qualification title – in this case – Roadworks – indicating the area of specialization at this level. Some elective unit standards allow learners to develop team leader competence.

    Typical job roles would include Roadworker, roadwork team leader.

    The qualification will give them the opportunity to balance their practical skills with the essential knowledge needed to earn a formal qualification in construction without formal education becoming an impassable barrier.

    There is also a critical need in the industry to identify people who are able to conduct the essential operations associated with efficient and safe construction work in at least one of the construction areas of roadworks, structures or drainage and services.

It is assumed that learners are competent in:

  • Communication and Language at NQF Level 1.
  • Mathematical Literacy at NQF Level 1.

  • A minimum of 23 credits of the candidate`s choice from the list of unit standards

    Motivation for allocation of credits:

    As this qualification leads a person towards being able to communicate in various ways on a construction site, including written communication, candidates are required to obtain forty-three credits in communication – twenty in mother tongue at the level of the qualification and twenty-three in English at level one. As Construction work is practical in nature the balance of credits have been assigned to the practical application of skill and knowledge within the construction industry, and particularly in roadworks. Candidates may select 23 Credits from the list of elective unit standards to total 120 Credits for the qualification.

Associated exit level assessment criteria:

Exit level outcomes will be judged by the following criteria:

  • The ability to read, understand and communicate technical information, specifications and drawings in a Road Construction environment.
  • The ability to execute basic calculations required in a Road Construction environment.
  • The ability to execute specific Road Construction activities as reflected in the various elective unit standards in a cost effective and safe manner to Industry norms and project specification requirements.
  • The ability to perform Team Leader functions when elective unit standards are chosen with supervisory elements contained. 

INTERNATIONAL COMPARABILITY 
This qualification and the component unit standards have been compared with similar qualifications from the following countries:

  • New Zealand
  • Australia
  • Scotland

    The closest match to this qualification is found in New Zealand: a National certificate in road construction – level 2, consisting of a total of 50 credits, made up as follows:

  • 6 level 2 unit standards, totalling 21 credits = (9 Credits compulsory)
  • 8 level 3 unit standards, totalling 56 credits = (16 Credits compulsory)
  • 1 level 4 unit standard with 8 credits = (Compulsory)

    In New Zealand qualifications where developed specifically for Civil Engineering, Civil Plant Operation & Management, Civil Works & Services, Engineering, Highway Construction & Maintenance, Pavement Surfacing. All these qualifications contain unit standards relevant to the South African Construction Industry.

    The formatting of these qualifications differs from the South African Qualifications Criteria for qualification compilation. Small qualifications with a total of 50 credits are allowed. Fundamental unit standards are not specified, as is the case in South Africa. 

MODERATION OPTIONS 
Assessment of learner achievements takes place at providers accredited by CETA (RSA, 1998b) for the provision of programs that result in the outcomes specified for the National Diploma in the Management of Civil Engineering Construction Processes. CETA – ETQA, or other ETQA`s who have a Memorandum of Understanding in place with CETA – ETQA, is responsible for the moderation of learner achievements of learners who meet the requirements of this qualification.

Anyone assessing a learner or moderating the assessment of a learner against this Qualification must be registered as an assessor with the relevant ETQA. Any institution offering learning that will enable the achievement of this Qualification must be accredited as a provider with the relevant ETQA.

Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA`s policies and guidelines for assessment and moderation; in terms of agreements reached around assessment and moderation between ETQA`s and in terms of the moderation guideline detailed immediately below.

Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual unit standards as well as the integrated competence described in the qualification.

Anyone wishing to be assessed against this Qualification may apply to be assessed by any assessment agency, assessor or provider institution, which is accredited by the relevant ETQA.
