PURPOSE AND RATIONALE OF THE QUALIFICATION
Purpose:

The purpose of the Further Education and Training Certificate: Beauty and Nail Technology is to develop the self-directed skills and knowledge of those employed in the beauty industry as nail technologists, beautician or make-up artists. It is designed for people who wish to extend their range of skills and knowledge of the industry and those wishing to follow a career in beauty industry. The qualification is aimed at developing the necessary task skills, task management skills and job/role management skills of those working or intending to work in the beauty industry. The learners will be able to integrate the generic salon requisite skills, knowledge, values and attitudes with those specific to the beauty industry, ensuring the business in which they operate runs smoothly and offers excellent customer service according to industry standards.

This qualification is awarded to people who have demonstrated the relevant skills and knowledge required to perform a range of beauty services at a basic level within the salon environment. It will lead to entrepreneurial opportunities for learners already operating or joining this profession and enhance the self-image of each individual learner as he/she becomes more professional. Holders of this qualification are able to conduct the prescribed beauty service in a professional manner, and maintain service excellence in all their operations.

The Further Education and Training Certificate: Beauty and Nail Technology is flexible enough to be offered in formal education for those not in employment and as well as in an occupationally directed workplace for learners already employed in the beauty industry.

    This qualification replaces the Further Education and Training Certificate: Beauty Technology, ID: 48797; and Further Education and Training Certificate: Beauty (Nail Technology), ID 48744.

    Rationale:

    This Further Education and Training Certificate: Beauty and Nail Technology will assist in job creation within the Beauty and Cosmetology Industry as a whole and can lead to entrepreneurial opportunities for learners. It will also assist in enhancing of the self-image of each individual learner. An improved self-image leads to a more positive outlook and performance within the job market and society. In addition, this Qualification provides a framework for learners to develop competencies that will enable them to become competent in the Beauty and Nail Technology industry. It introduces some theoretical concepts, requires the application of a base of knowledge and requires a well-developed range of skills that will enable learners to be informed workers in the beauty industry.

    The primary purpose of the qualification is to develop the foundational, practical and reflexive competencies required for a career in the beauty profession.

    Central to the Qualification is the development of a culture of professionalism and service excellence in the Beauty and Cosmetology industry.

    Learners working towards this Further Education and Training Certificate: Beauty and Nail Technology will find that the acquisition of competence in the unit standards, which make up the Qualification, will add value to their job performance.

    Recognition of Prior Learning:

    The structure of this Unit Standard based Qualification makes provision for the Recognition of Prior Learning possible in that it can be achieve in whole or in part, if the learner is able to demonstrate competence in the knowledge, skills, values and attitudes implicit in the Beauty and Nail Technology qualification. Recognition of Prior Learning will be done by means of Integrated Assessment of the specific outcomes of the associated unit standards and of the Exit Level Outcomes of the qualification. All Recognition of Prior Learning is subject to quality assurance by the relevant accredited Education and Training Quality Assurance Body and is conducted by a registered assessor.

QUALIFICATION RULES
The qualification is made up of a combination of learning outcomes from Fundamental, Core and Elective components. To achieve the Certificate, the learner is expected to achieve a minimum of 156 credits made up as follows.

Fundamental:

The Fundamental Component consists of Unit Standards in:

  • Mathematical Literacy at NQF Level 4 to the value of 16 credits.
  • Communication at NQF Level 4 in a First South African Language to the value of 20 credits.
  • Communication in a Second South African Language at NQF Level 3 to the value of 20 credits.

    It is compulsory therefore for learners to do Communication in two different South African languages, one at NQF Level 4 and the other at NQF Level 3.

    All Unit Standards in the Fundamental Component totalling 56 credits are compulsory.

  • Working effectively with others in the work area by sharing information critical to the success of the business operations, taking into consideration the applicable organisational policies, procedures and manufacturer’s requirements in the use of products, equipment, materials and tools where required.
  • Organising and managing him/herself and his/her activities responsibly and effectively by recognising the need to comply with health and safety practices in applying and handling products when providing a service to clients to ensure that industry standards and practices are maintained all the time.
  • Communicating effectively using appropriate skills, language to consult and evaluate client’s needs and provide advice to clients including disseminating relevant information to the team in and outside the salon environment.

ASSOCIATED ASSESSMENT CRITERIA
Associated Assessment Criteria for Exit Level Outcome 1:

  • Legislative and regulatory requirements for the establishment of a salon business are identified and interpreted for compliance purposes.
  • Research is conducted to determine the viability of a new salon in a chosen area.
    > Range: Includes determining suitability of site, availability of transport, existing competition, availability of start up capital, etc.
  • An operational plan to set up a new salon business is produced taking into consideration the results of the research.
  • A financial and marketing plan for a new salon business is developed which includes determining all capital expenses and best and worst case income scenarios.

    Associated Assessment Criteria for Exit Level Outcome 2:

  • The administration and staff of a salon are coordinated according to organisational requirements.
  • Sanitation and hygiene of a salon are monitored and maintained according to health and safety regulations.
  • Promotional activities in a salon are coordinated according to organisational requirements.
  • Customer care in a salon is implemented to uphold business ethics.
    > Range: Customer care includes but is not limited to receiving of clients, compliments, client satisfaction, client preparation and handling of client’s complaints.

    Associated Assessment Criteria for Exit Level Outcome 3:

  • Temporary hair removal services are provided in accordance with client’s needs and salon standards.
  • Eye lash and eyebrow services are provided in accordance with client’s needs and salon standards.
  • Make-up services are provided in accordance with client’s needs, salon standards and manufacturer’s instructions.
    > Range: Make-up includes but is not limited to day, evening, bridal, photographic and historical make-up.
  • Facial and back services are provided in accordance with client’s needs and salon standards.
    > Range: Facial and back services include but are not limited to masks and massages.

    > Range: Nail care includes but is not limited to washing, cleaning and painting.
  • Specialised manicure and pedicure services are provided in accordance with client’s needs, salon standards and manufacturer’s instructions.
    > Range: Specialised manicure and pedicure include but are not limited to fibre/silk, gel, liquid and powder.

 

INTERNATIONAL COMPARABILITY
The aim of the comparability study was to examine qualifications and unit standards related to this field to ensure that the South African qualification is comparable with qualification models and standard internationally. International qualifications and/or certificate courses including short courses that are aligned to the national qualifications framework in the beauty industry were examined and compared in terms of the scope, content, duration, and qualification levels. The comparison also focused on certificate courses including short courses offered by accredited institutions and organisations which include amongst others universities, private learning institutions in both developing and developed nations.

Countries looked at include amongst others, New Zealand, Australia, United States of America, United Kingdom, Ireland, Scotland, India and China. The findings show that countries such as the United Kingdom, New Zealand and Australia are leading countries in offering full qualifications in the field of beauty and nail technology. In some instances it was discovered that many countries offer short courses, i.e. covering at least one unit standard or two.

Training Courses and Qualifications in other countries that face similar social, economic and technological challenges like South Africa within the SADC region were looked at e.g. Botswana, Zimbabwe, Namibia, Nigeria and Kenya. Unfortunately none of these was found to have qualifications and/or standards in place. Instead most people from these countries come to study cosmetology and/or beauty services courses in South Africa.

Comparison were done with the following qualifications/programmes;

United Kingdom:

Confederation of International Beauty Therapy and Cosmetology (CIBTAC) a not-for-profit organisation and a leading International awarding body responsible for the education of beauty and holistic therapists. It is the education arm of BABTAC the British Association of Beauty Therapy and Cosmetology, responsible for the education and training of Beauty; Spa; Complementary and Wellbeing therapists worldwide. CIBTAC has expanded to offer courses worldwide giving accreditations that are recognised in a variety of countries with more than 200 schools in 26 countries which include amongst others South Africa (with schools, Mpumalanga, established in Johannesburg, Rustenburg, Cape Town, Port Elizabeth, Kwa-Zulu Natal); Northern Ireland; Malta; Spain; Ireland; Qatar; Mauritius; Dublin; St Lucia; India; Sri Lanka; Australia; New Zealand; Hong Kong; China; Japan; South Korea; Malaysia; Singapore; Indonesia; Thailand; Bali and Phillippines.

The National Certificate: Beauty Services (Beautician) (Level 4) is awarded to people who have demonstrated the skills and knowledge required to perform a range of beauty services at a professional level within the commercial environment. It provides learners with knowledge and skills to consult with a client, establish the needs of the client on the basis of consultation, sell beauty goods and services to meet client needs, conduct the prescribed service in a professional manner, and maintain communication with the client. The unit standards offered in this qualification compare favourably with the South African qualification although the duration is less than the latter.

It is recommended to people who desire a competent entry level course in the beauty industry and want to eventually open their own salon. The qualification compares favourably with the South African qualification in terms of content and scope.

    NVQ Beauty Therapy Level 2:

    This is an intensive training course for those wishing to get a speedy start into the beauty industry. The skills included are highly commercial and taught to a professional diploma level. The disciplines covered are:

  • Facials:
  • This course provides comprehensive study in skin care. Practical skills include: skin analysis, cleansing, balancing, toning, moisturising, steaming, extraction, a full facial massage routine, selecting, mixing and applying tailor-made face masques. The theory involves the anatomy and physiology of the upper torso, including the muscles, bones, blood and nerve supply and an in-depth study of the skin.
  • Waxing and tanning:
    > This module focuses on how to remove hair using three different methods: hot bees wax, cream wax and warm organic wax, as well as with chemical depilatory products. You will also learn how to lighten hair using a safe bleaching process. All areas of the face and body will be worked on. The theory includes the hair growth cycle. During this module you will also learn cosmetic tanning.
  • Cosmetic make-up:
    > This module focuses on professional make-up application up to bridal and ‘special occasion’ level. Training in eyelash and eyebrow tinting, eyebrow shaping, the application of individual and strip false eyelashes to complete the make-up skills.
  • Manicure and pedicure:
    > The course offers knowledge and skills on maintenance and care techniques for the nails and skin of the hands and feet. It also focuses on how to apply single and multi-layer varnishing as well as American and French manicure and pedicure techniques. The practical training also includes paraffin wax treatments. The theory includes an in-depth study of the structure of the nail as well as the anatomy and physiology of the rest of the lower leg and forearms. The course also provides knowledge and skills in contra-indications to all treatments, client counselling/consultation techniques, product sales, salon reception skills and management duties. There is no ‘final exam’ for this course. Instead, learners will be assessed for both practical skills and theory knowledge throughout each module.

  • Anyone assessing a learner or moderating the assessment of a learner against this Qualification must register as an assessor with the relevant Education, Training, Quality Assurance (ETQA) Body.
  • Any institution offering learning that will enable the achievement of this Further Education and Training Certificate: Beauty Technology must be accredited as a provider with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA`s policies and guidelines for assessment and moderation; in terms of agreements reached around assessment and moderation between ETQA`s (including professional bodies); and in terms of the moderation guideline detailed immediately below.
  • Moderation must include both internal and external moderation of assessments at exit level points of the Qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual Unit Standards as well as the integrated competence described in the Qualification.
  • This Qualification will be internally assessed by the provider and externally moderated by a moderator registered by a relevant ETQA. The mechanisms and requirements for moderation will be contained in the regulations of the relevant ETQA.
