This position is in the Office for the Coordination of Humanitarian Affairs (OCHA) in The Hague, The Netherlands. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
The Strategic Communications Branch (SCB) is OCHA’s communications and public advocacy team supporting headquarters and field operations in public outreach on humanitarian action. The Branch oversees senior leadership public advocacy and media, including the global spokesperson function, messaging and speeches, and social media.
The incumbent will will report to the Chief of the Strategic Communications Branch.

Within delegated authority, the Public Information Officer/Head of Design and Multimedia Unit is responsible for the following duties:
• Takes the lead in strategy, planning and development of visual design, multimedia, and graphic design work, corporate branding and campaigns. Ensures products are consistent and compliant across OCHA’s websites, social media and physical assets.
• Provides advice and expertise to managers, senior officers and other public information staff on a range of visual design issues, methods, and approaches; anticipates and resolves communications/ issues/problems; provides support on data visualization and mapping for crises; provides infographic training to field offices.
• Develops strategic partnerships with key constituencies to elicit support for and maximize impact of promotional objectives; serves as a spokesperson/principal liaison to media organizations, governmental bodies, national groups, private sector organizations, educational organizations, international organizations, etc.
• Prepares or oversees preparation of a diverse range of information communications products in support of major campaign initiatives.
• Drafts, organizes and prepares visual design products for digital and social media, public facing materials and corporate documents and publications; generates infographic and mapping initiatives; reviews, analyzes and interprets data.
• Evaluates results and impact of communications activities; reports on developments, trends and attitudes regarding the UN.
• Represents the institution in meetings and conferences; fulfills speaking engagements and makes presentations to groups on UN activities and advocate issues of concern; organizes media coverage and arranges for media contacts, briefings, interviews; organizes seminars, lectures, conferences, public events on major issues and events concerning the organization.
• Builds information networks; plans and oversees maintenance of publicly accessible information materials on the United Nations; plans and develops outreach activities.
• Manages publications programme; produces materials for print/electronic/voice/visual media.
• Manages and leads the day-to-day operation of the unit to include participating in coordination of substantive and administrative activities of the unit, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results.
• Coordinates and direct a team of public information staff and/or mentor and supervise the work of junior officers on specific projects.

Education
Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field is required. A first-level university degree in combination with qualifying may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven (7) years of progressively responsible in public information, journalism, international relations, public administration or related area is required.
Experience in managing design, infographic, and digital content is required.
Experience in the implementation of visual identity of an organization and the standardization of visual products (corporate branding) is required.
Experience with graphic design using Adobe software including Adobe, Illustrator, InDesign and Photoshop is required.
Experience in the development of a range of materials for social media and digital campaigns on humanitarian issues is desirable.
Three (3) years of international field in the last seven (7) years is desirable.
Languages
English and French are the official languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Fluency in another UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
The duration of the assignment on the post of PIO, Head of Design and Multimedia Unit [30085188], in the Strategic Communications Branch of the Office for the Coordination of Humanitarian Affairs, The Hague, will be for an initial period of one year. If the assignment is subsequently extended, the total period of the assignment may not exceed the maximum period of four years.
Staff members are subject to the authority of the Secretary-general and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
