Description of Organization: The Bureau for Development, Democracy, and Innovation (DDI) integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.
The Center for Environment, Energy and Infrastructure (EEI) provides technical leadership for USAID’s climate, environment, infrastructure and energy sector programs. The functions of the Bureau and Centers are described in ADS 101.
This position manages the EEI communications and knowledge management (KM) programs and outreach team. The position leads communications efforts and KM within the Center including climate change, energy, biodiversity, infrastructure, and land and resource governance and supervises EEI institutional support contract and FSL communications and KM staff.

Description of Position:This position serves as the Supervisory Environment Officer managing EEI’s communications and outreach staff and efforts. This role will lead and coordinate complex communications efforts through the Center, Bureau, and with key stakeholders. Specifically, this position will:
- Lead the development and implementation of EEI communications efforts, including communications to Congress, briefing materials for Agency leadership and other top-line messaging and communications tools for various audiences and stakeholders;
- Work collaboratively with staff and across Agency bureaus and missions to research and synthesize data, information, and stories into high-quality, targeted messaging and communications materials, ensuring all products are of high, professional quality that inform, engage and inspire USAID constituents;
- Write, edit, and oversee the production and dissemination of strategic communication materials, including but not limited to online feature stories, blog posts, case studies, fact sheets, presentations, articles, and reports with an understanding of how these materials affect public perceptions and understanding of USAID programs;
- Work collaboratively to establish short- and long-term learning and knowledge management goals for EEI, develops and leads a team in detailed plans for implementing them, and coordinates the implementation of the goals throughout the diverse portfolio;
- Facilitate cross-program information exchange through support to the EEI Divisions in training and cross-mission learning programs
Future of Work Designation: This position has been designated as Remote Eligible and requires approval.
Qualifications:
- Must be a U.S. citizen;
- You must have one year of specialized equivalent to the next lower grade level, FSL-03 or GS-13, of this position. Examples of specialized include: in organizing and implementing communications and outreach activities, with particular focus on social media skills and integrated campaigns; coordinating communications overarching strategic imperatives and priorities; contribution to and implementation of communications plans, drafting of talking points, speeches, op-eds, blogs, press releases, fact sheets, and other materials that further strategic messages and priorities; and, leading the development and distribution of online and print content including website information management, social media, and newsletters.
- Excellent writing, editing and content development skills, including taking complex ideas and crafting for social media;
- Strong project management skills and ability to translate data into actionable recommendations that improve communications and outreach;
- Experience leading a team in delivering written products and materials that support an organization’s communications and outreach goals;
- Ability to make judgments about the newsworthiness and appropriateness of communications, including knowledge of related U.S. Government policies;
- Relevant academic, professional, and technical in the fields of journalism, communications, international relations, international development, public administration, development/area studies, social studies and/or public relations. Experience with international climate, energy, environment or infrastructure programs highly SayPro;
- Must be eligible to obtain and maintain a Secret security clearance.
