Project HOPE seeks a Deputy Chief of Party (DCOP) /Technical Director to provide technical leadership and oversight for an upcoming USAID Global Accelerator to End Tuberculosis project in Uzbekistan. The Activity aims to improve long-term detection, treatment, and prevention of TB, especially drug resistant tuberculosis (DR-TB) in Uzbekistan. This new activity will implement locally generated solutions to improve TB diagnosis, treatment, and prevention services with a focus on prison populations. The purpose of the Activity is to reduce the burden of TB in Uzbekistan, prioritizing leadership development, management, financing, and technical capacities of health institutions, communities, and civil society to reach high-risk groups to prevent, detect, and successfully treat all forms of TB. The new bilateral Activity will partner with the public organization in Uzbekistan to implement locally generated solutions to improve TB diagnosis, treatment, and prevention services with a focus on prison populations. Partnering directly with local institutions and organizations will maximize the potential impact of USAID resources to make sustainable improvements in TB services by accelerating the transition to local accountability and ownership. DCOP serves as technical director who will be responsible for providing managerial, technical and operational guidance for the program. His/her primary responsibilities will be to ensure that the program functions in line with technical priorities of the local structure and in line with regulations. Thus he/she will need to work closely with the Technical Advisors, the Finance Officer, Operational Manager, and the COP. He/She will act as the COP in his/her absence. Responsibilities Technical Leadership and Oversight Provide technical leadership and strategic direction for the project’s technical assistance efforts, ensuring the integration, quality and sustainability of interventions. Provide day-to-day technical oversight for design, planning and implementation of activities in support of project goals and objectives. Establish and implement a system to ensure technical quality and fidelity across target provinces and districts. Collaborate closely with Team Leads and Technical Advisors to ensure harmonization of project approaches across technical and geographical areas. Track measures for climate and environmental risks in the Environmental Mitigation and Monitoring Plan (EMMP) and ensure their integration in work plans, budgets, and MEL plan. Development and Implementation of Technical Approaches Provide technical leadership to the development of the project strategic plan, work plan, and project monitoring, in close collaboration with MOH, USAID and other stakeholders. Work closely with the Chief of Party on setting project priorities and directions, and responding to requests for support from local counterparts. Identify appropriate facility and community-based strategies and lead the formulation of innovative approaches to address reproductive, maternal, newborn, child and adolescent health, WASH, and nutrition service delivery gaps. Oversee efforts to provide mentoring and capacity building at the individual and district level in reproductive, maternal, newborn, child, and adolescent health, WASH and nutrition services as well as health system strengthening. Monitoring, Evaluation and Learning Work with M&E staff to design, implement a plan to track data/results related to reproductive, maternal, newborn, and child service delivery to inform adjustments in project implementation. Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested. Author/co-author abstracts, presentations, and articles for journals and conferences. Stakeholder Engagement and Collaboration Foster and maintain excellent relationships with USAID and in-country stakeholders as a representative of the project, and develop rapid responses to requests. Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health and other implementing partners, to ensure that all activities conform to requirements and regulations. Facilitate the project team’s relationship with designated counterparts at USAID, the Ministry of Health at both provincial and districts levels , private sector partners and other key stakeholders in Malawi such as NGOs and CSOs, to ensure effective technical assistance. Actively participate in relevant technical advisory/working groups and professional forums representing Project HOPE. Management Supervise technical staff and build, mentor, and manage a team of highly qualified staff to ensure rapid and sustainable results. Manage technical contributions of subgrantees, including defining scopes of work. Required Qualifications A Host country National with minimum undergraduate degree in a related field such as Public Health or Public Administration or local equivalent. Relevant experience in managing similar health programs in complex environments, with a minimum of 7 years in a senior management position for similar projects. Experience in a formal setting interacting with executive level government representatives. Excellent negotiation skills and the ability to lead and build consensus, cooperation, and coalitions among individuals with competing interests. Demonstrated technical experience in the following areas: Tuberculosis Prevention, Detection and Treatment; Health Systems Strengthening. Demonstrated ability to research and analyze state policies, regulations and standards related to the Public Health and make recommendations for improvement. Experience of working on similar technical areas and with the National Tuberculosis Programs in Central Asia or the former Soviet Union is preferred. Professional fluency in English is required. Ability to speak Russian and/or Uzbek is preferred. Demonstrated experience in managing complex international development programs, including experience on TB projects in a context similar to Uzbekistan. Advanced background and knowledge relevant for similar projects in developing countries. Strong leadership, administrative, management, presentation, reporting, and communication skills and the ability to implement projects with diverse subject matter. Demonstrated experience in private sector engagement. Demonstrated experience in monitoring and evaluation. Ability to perform at a high level and apply diplomacy skills with a wide range of stakeholders (i.e., USG embassy personnel, host-country Ministry officials, private sector, business partners, NGOs, donors, beneficiaries, and others). Demonstrated ability to work in an ambiguous and rapidly evolving environment, must be comfortable with constant change of local leadership / partners, and multiple, competing priorities. Demonstrated ability to steer the program forward while being flexible enough to respond to emerging opportunities and overcome barriers. Proficiency in implementing quality improvement activities at facility and community levels. In-depth understanding of Uzbekistan healthcare system, particularly the public health system. Proven track record managing a project team composed of several technical experts and fostering teamwork. Familiarity with USAID’s administrative, management and reporting procedures and systems. Proficiency in Microsoft Office applications, including TEAMS. Ability to travel nationally. Work environment: Typical office environment with exposure to a minimal noise level.
