Job Description

Requirements: • NQF Level 7 – Bachelors Degree in the field of computer science/ICT is essential. • Minimum 3-5 years’ experience managing and/ or directing an ICT operation. • Experience working in the ICT industry. • Experience with systems design and development from business requirements analysis through to day-to-day management. • Project management experience • Valid Driver’s Licence (with no vehicle restrictions) Experience and competencies which will be advantageous: • NQF Level 8 – Degree in the field of computer science/ICT. • ITIL expert (V3) or ITIL Managing Professional (v4) certification. • Holder of a CRISC certificate (Certification in Risk and Information Systems and Control) or CISM (Certified Information Security Manager) from ISACA. • Holder of a MS Azure Fundamentals Certification. • The following certification would also be advantageous • PRINCE 2 practitioner • CSX-P Cybersecurity Practitioner from ISACA • CDPSE (certified data privacy solutions engineer) Key performance areas: • ICT Strategic Management ? Plans, implements, directs, and monitors the integration of new technologies into the infrastructure. ? Advise management on the competitive or financial impact trends and issues in the IT industry, including latest technologies and the impact relevance to business organisational strategy. ? Participate in strategic and operational governance processes in support of the senior management team. • ICT Infrastructure Management ? Oversees the effective delivery of computer operations and production support, system and database administration, network operations, PC/desktop support, and customer service. ? Oversee the technological infrastructure (network and computer systems) in the organisation to ensure optimal performance. ? Accountable for the implementation and support activities regarding 3rd party applications ? Ensure development, implementation and maintenance of all policies related to ICT services, including, distribution and asset management. ? Manage, monitor and evaluate the company’s software and hardware assets to ensure that all compliance and legislation is adhered to. ? Management of SLA’s with service providers to ensure that uptime of environment is maintained at expected levels. ? Management of departmental budget and costs to ensure that the company’s financial targets are met and sustained. • Management of ICT Cyber Security and Business Continuity ? Manage the Authority’s information security programme. ? Manage information risk management. ? Support executive and senior management to achieve information security goals. ? Direct development and execution of an enterprise-wide disaster recovery and business continuity plan. ? Manage and provide oversight for the implementation of an ICT security strategy and disaster recovery plan that minimizes the risk of data loss and breach of privacy. • Project Management ? Design and development of project management toolkits. ? Reporting project management progress. ? Plan the implementation of new systems and provide guidance to IT professionals and other staff within the organisation. This will include the implementation of the Protection of Personal Information (POPI) Act. • Administration and Reporting ? Ensure that all the components SOP’s are implemented and reviewed as and when required. ? Ensure the timeous and accurate collation of all QPR performance indicators. ? Ensure the timeous submission of all QPR evidence and reporting templates. ? Facilitate the Internal audit process for the component. ? Facilitate the External audit process for the component. • People management for Component ? Ensure relevant measures are in place for the sub-component to deliver on its mandate. ? Ensure staff development and performance management is taking place. ? Ensure WCLA policies and practices implemented within sub-component.
