 **Job Overview:**The headquarters Resettlement Team oversees the implementation and quality of services for refugees within their early resettlement period. The team supports IRC local office staff in implementing high quality programs by providing technical assistance, training and monitoring. The Preferred Communities (PC) Intensive Case Management (ICM) Program, funded by the Office of Refugee Resettlement (ORR) offers tailored case management to the most vulnerable refugees. The Senior Program Officer for Roving Direct Services supervises a team of three Senior Case Managers who manage a total of seven caseworkers. The Senior Case Managers and caseworkers are expected to travel to any of the 27 IRC resettlement sites to provide a range of services, from initial resettlement services to intensive case management. The Senior Program Officer for Roving Direct Services oversees the quality of services including training, monitoring and reporting related to the Roving Direct Services team. The Senior Program Officer reports to the Deputy Director of Preferred Communities in the Resettlement, Asylum and Integration Department in the US and will be responsible for the work of the three Senior Case Managers and the seven Roving Case Workers. Major Responsibilities: Lead the overall management and implementation of the HQ Preferred Communities Roving Direct Services team to support all 27 local IRC sites. Supervise and mentor three Senior Case Managers who will in turn supervise a total of seven caseworkers to ensure their skills and efforts respond to the needs of local IRC PC programs. Oversee the development and implementation of the Roving Direct Services training and technical assistance plan to ensure the team has the tools needed to implement the Program. Play a lead role in monitoring of local offices for compliance with program guidelines; prepare offices to be monitored by the donor. Lead team budgeting efforts in collaboration with the Deputy Director for Preferred Communities and HQ Budget Officer. Lead analysis on programmatic and operational outcomes for the Roving Direct Services team; in coordination with the Deputy Director for Preferred Communities, present trends to headquarters and local implementors to assist them in improving outcomes. Coordinate with other members of the Preferred Communities HQ team to ensure services provided by the Roving Direct Services team respond to donor and IRC requirements. In collaboration with the Safety, Education and Wellness Technical Unit, ensure that services are trauma informed and the Roving Case Management team receive tailored, expert support for complex cases. Assist in the development of compliance guidance (Program Announcements, reference manuals) for grant program based on review of program guidelines, analysis of monitoring results, and other changes. Manage and supervise interns as appropriate and necessary. Other responsibilities as assigned, including the provision of direct services to clients when needed. Job Requirements: Education: Master’s degree in Social Work strongly preferred, or equivalent work experience in lieu of Master’s degree in Social Work. Work Experience: Minimum four years progressive non-profit experience, preferably with experiences in the IRC’s Preferred Communities Intensive Case Management Program. Previous experience supervising case managers strongly preferred. Demonstrated Skills and Competencies: Demonstrated in-depth knowledge of US Refugee Resettlement Programs; Financial discernment and experience with budget development, tracking and resource acquisition. Preferred experience & skills: Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications. Strong organizational and time-management skills; proven ability to prioritize and deliver on time. Strong analytic problem-solving skills. Ability to work both independently and in a dynamic, cross-functional global team structure. Highly proficient in Microsoft Office suite. Demonstrated ability to work effectively with stakeholders at all levels Ability to manage others and work through change in a proactive and positive manner. Working Environment:** Standard office working environment. Up to 40% of domestic travel as needed. This role may require working remotely full or part time and part time remote employees may be required to share workspace.
