 **Job Overview/Summary:**The Women’s Economic Empowerment Specialist will support Turlock County Employment Program as a specialized employment position for women pursuing credentials. The Women’s Economic Empowerment Specialist will provide culturally appropriate employment assistance to refugees and immigrants. Specifically, this position will work to address the barriers faced by female survivors of crime in financial literacy, early employment, and establishing self-sufficiency. This position will also assist in programming within the Turlock office aimed at strengthening women’s integration and empowerment. Major Responsibilities: Outreach and Enrollment · Conduct outreach for the recruitment of eligible participants for IRC Turlock’s Workforce Development Programming, including the Office of Refugee Resettlement-funded Refugee Career Pathways program. · Liaise with all IRC staff for potential client referrals · Conduct a thorough and equal assessment of applicants · Oversee assessments and enrollment processes including enrollment decisions and quality checks on administrative duties essential to client enrollment Career Coaching and Technical Assistance · Manage a Career Development caseload, providing clients with one-on-one career counseling; this includes service planning, goal setting, resource mapping, supporting job search activities, and referrals to employer contacts · Proactively improve and modify curricula and offerings for career sector tracks, as needed · Implement technical assessments to gauge client strengths, weaknesses, and proficiencies · Recruit skilled community members and employers to train clients through workshops and trainings on topics such as professional speaking, Email correspondence, and interviewing · Support the Career Development program in nurturing training provider relationships in all tracks offered, streamlining the application process, progress reporting, and ensuring strong placement outcomes · Actively engage in relevant job development activities, including developing employer relationships, referring applicable clients, and assisting in targeted interview preparation · Research career industries and local resources to create accessible, applicable career pathways for participants that will reach program outcomes · Document client participation and progress, adhering to grant requirements, and regularly collecting success stories · Work with Economic Empowerment team and across departments to develop and implement employment-focused curriculum that addresses barriers faced by refugee women · Conduct post-placement case management to support ongoing employment, financial independence and eventual economic mobility; · Develop partnerships with subsidized child care providers, language services, and resources for transportation; · Assist in planning and implementation of women’s education and empowerment activities including, but not limited to women’s specific job readiness training classes; · Ensure accurate case notes and tracking of services, placements, and outcomes; · Participate in all program meetings, staff development activities, and fully engages as a member of the team; · Other related duties as assigned. Key Working Relationships: Position Reports to: County Employment Program Coordinator Position directly supervises: Economic Empowerment Manager Other Internal and/or external contacts: Internal: The Women’s Economic Empowerment Specialist will work as a member of the Economic Empowerment team. This position will also develop working relationships with colleagues across departments to support achievement of program goals. External: The Women’s Economic Empowerment Specialist will develop working relationships and support referrals systems with community service providers including child care providers, language services, transportation services, and crime victim services. Job Requirements: Job Requirements: · Undergraduate degree with an emphasis in Social Work, Public Health, International Studies or an equivalent field of study required. Graduate degree preferred; · 2+ years of relevant professional experience required. Case management or experience serving refugee populations preferred; · Demonstrated experience with the US job search process and ability to effectively coach clients through the nuanced process of securing employment; · Excellent communication skills, with fluency in written and spoken English. Multi-lingual candidates preferred; · Previous multi-cultural experience and demonstrated ability to communicate well with people of varied backgrounds strongly preferred; · Thorough knowledge and comfort supporting others in crisis situations an asset; · Strong written and verbal communication skills, including the ability to make presentations required; · Strong computer skills, particularly Word and Excel required. Prior experience using data and tracking systems strongly preferred; · Attention to detail and ability to organize and track large amounts of information efficiently and accurately. · Commitment to teamwork and collaboration across all of IRC’s programs; · Highly motivated with an ability to work independently, develop new classes and programming, and be a self-starter, maintaining responsibility for multiple tasks; · Valid driver’s license, reliable vehicle with current insurance, and the ability to travel regularly throughout the service delivery area; Working Environment: · Standard office work environment coupled with regular travel in and around the service delivery area. · Reoccurring need to provide services outside of traditional work hours (evenings and weekends). Working Environment: A combination of standard office environment and ‘field’ time in and around the service delivery area. May require occasional weekend and/or evening work.
