Building off extensive experience and established relationships supporting Cote d'Ivoire's Covid-19 response, CHAI and the African Society for Laboratory Medicine (ASLM) have established a Consortium to implement an effective and efficient project to strengthen the diagnostic governance and leadership at the national level and to also scale-up testing in areas without community testing. Position CHAI is looking for a Program Manager to provide technical support to the Ministry of Health (MoH) that will lead and coordinate the programmatic work in Cote d'Ivoire. They will serve as a close advisor to the MoH, alongside with the Global Fund-Project Stellar, on developing and implementing strategies to increase the testing coverage The Program Manager must be familiar with Cote d'Ivoire's health context, in particular its laboratory systems. They will bring outstanding relationship building and communication skills and must be able to work independently with a deep personal commitment to producing results. The Program Manager will report to the Côte d'Ivoire's Country Representative/ Country Director, based in Abidjan, and it will require that they travel within the regions as needed. Oral and written communication skills in both English and French is a requirement. Responsibilities Needs assessment development: Review country-specific documents and reports to develop a perspective of the Country's COVID-19 diagnostic landscape, weaknesses, and opportunities Assess existing systemic and individual capacities for COVID-19 diagnostic management Site activations for broad expansion of antigen testing into all regions and decentralized to lower-level health facilities: Development and deployment of site selection criteria for antigen testing expansion: Support site identification and activation for testing scale-up and upscale implementation Support the activities of testing facilities on COVID-19 and other diseases of interest per the Global Fund Project framework Support and participate in supervisory activities at the national and site level Task shifting to lower-level cadres: Support the development, review, enaction, and implementation of policies to guide testing by non-laboratory professionals such as Community health workers and/or Lay cadres Guide management team on non-laboratory personnel recruitment, engagement, training, and performance management Expanding the use cases accessible to testing at the health facilities: Lead continuous improvement initiatives that focus on processes, workflow, and throughput so the lab can efficiently and effectively handle growth while maintaining high-quality standards Scaling up community-based testing deployment, developing strategies, and monitoring implementation: Provide technical support to the MOH, Thematic Working Groups, and other relevant stakeholders to properly implement project initiatives, including community-based testing, capacity building, and compliance with testing algorithms and procedures Provide technical support in the delivery of high-quality testing services for COVID-19 and other priority diseases, laboratory quality assurance, data and waste management Support the delivery of devices and test kits to selected testing sites Develop and adherence to national testing algorithm and maintain continuous learning and updating testing strategies Other responsibilities as needed Qualifications Required skills: Master's degree, preferably in public health, public policy, laboratory sciences or business administration 7-10 years' professional work experience and at least 5 years' experience working at senior level positions Experience working in laboratory diagnosis for areas such as COVID-19, Malaria, HIV, TB, and/or other multi-diseases Experience interacting and advising health stakeholders, senior-level government leadership and /or international partners in country Experience defining and implementing Quality Management Systems Experience working in project/program management Experience working in a fast-paced and results-oriented environments Demonstrated strong strategic thinking, problem-solving, and thought leadership abilities Advanced computer usage skills with proficiency in Microsoft Word, Excel, PowerPoint Results oriented performer, experienced in developing and tracking self and team with clear KPIs Advantages: Experience working with Global fund against AIDS, Tuberculosis and Malaria grants or other main donors (World Bank, USAID, BMGF, Gavi…) Previous work experience in Cote d'Ivoire or sub-Saharan Africa countries. #jobreference3 #region4 PI191258460 Apply Here How to apply Apply Here
