    Job Level Senior Manager (Grade D4 per Patterson job grading system) Reports to Executive Manager: Strategic Support Department Strategic Support. The appointment will be for a fixed term not exceeding 5 years, subject to satisfactory performance as per Performance Policy of the CETA. Job Description

Purpose of this Role To ensure the development, enhancement, communication, reporting and oversight of the CETA’s ICT Management strategy, frameworks and associated tools and processes, ensuring that these are supportive of the CETA strategy and mitigate business risks for the organisation. Direct the planning and implementation of enterprise Information Technology systems in support of CETA operations in order to improve cost effectiveness, service quality and mission development. Job Responsibilities: • Manage the development of the operational plan in line with the strategic and annual performance plan of the CETA. • Manage, monitor, evaluate and report on the implementation of the operational plan, taking corrective actions where necessary. • Participate in the deliberations of the Executive/Senior Management Team meetings as appropriate. • Continual analysis of the external environment. • Report on the activities relevant stakeholders in line with requirements. • Develop ICT strategy aligned to business strategy. • Ensure measures are in place for implementation of ICT Strategy. • Oversee IT service delivery and ensuring high levels of service to the organisation. • Develop business applications that match business requirements. • Ensure optimal functioning and maintenance of the CETA ERP systems. • Ensure adequate technical infrastructure capabilities. • Custodian of the CETA IT governance framework. • Align IT risk management with enterprise-wide risk management. • Gives direction to team in realising the organisation’s strategic objectives. • Impacts positively on team morale, sense of belonging and participation. • Develops detailed action plans to execute strategic initiatives. • Monitor performance measures to evaluate the success of strategies. • Achieves strategic objectives against specified performance measures. • Manages and calculates risks in collaboration with Risk Management. • Communicate strategic plans to the organisation. • Utilise strategic planning methods and tools. • Perform all duties and responsibilities in line with applicable Acts, Regulations and per CETA relevant policies and procedures. • Develop and management of the budget of the Section by ensuring financial stability within the Section. • Ensure expenditure is in line with budget requirements. • Monitoring financial control, budget management and the procurement process to ensure compliance with the legislation e.g. (PFMA, PPFA, and BBBEE). • Maximise revenue and reduce expenditure through effective cost control measures. • Set, establish goals for budget adherence and controls for relevant area and establish best practice principles in process and application. • Monitor CETA salary budget in accordance with organisational annual budget. • Contribute to the financial sustainability of CETA by ensure no wasteful and fruitless expenditures are incurred in responsibility. • Ensure that is assisting the business unit to operate within the allocated operational budgets. • Establish broad stakeholder involvement and communicates the project status and key milestones. Defines roles and responsibilities for project team members and clearly communicates expectations. • Balances quality of work with deadlines and budget. • Identifies and manages risks to the project by assessing potential risks and building contingencies into project plan. • Ensures that communication strategies are in place to create awareness of section related matters by ensuring that consultation forums remain operational, and that accurate information is communicated to all stakeholders. • Ensure annual staff satisfaction surveys and an overall improvement in staff morale. • Ensure change management of approved policies and procedures is implemented throughout organization. • Offer advisory service to EXCO and Council on ICT issues. • Attend and address all stakeholder queries timeously and effectively. • Ensure the development, maintenance and updating of databases of Stakeho
