Learning programmes Implementation and Monitoring will be responsible for the overall programmes administration and implementation for the CETA. The incumbent for this position will seek to ensure that Discretionary Grants processes for award and evaluations are implemented, programmes are commenced with timeously post award. Effective implementation of learning programmes directly attributed to this unit and serves as advisory and support role on matters of skills development within the Construction sector. Job  • Develop the Learning Programmes Implementation and Monitoring frameworks and strategy in consultation with the Executive Manager. • Manage the development of the operational plan for the Unit in line with the strategic and annual performance plan of the CETA. • Manage, monitor, evaluate and report on the implementation of the Unit’s operational plan, taking corrective actions where necessary. • Manage the Discretionary Grants advert and evaluations. • Drive the facilitation process for the appointment of training providers and facilitators where required. • Implement processes to contract with awarded entities and continuously evaluate for improvement based on implementation experience. • Develop strategic alliances and partnerships with all relevant stakeholders and effectively communicate in order to promote and advance the CETA’s vision, mission and mandate. • Participate and lead the CETA’s participation in strategic stakeholder engagement and management as well as relevant interventions aimed at boosting relations with relevant structures. • Ensure the establishment and maintenance of quality learner database platforms to support data integrity. • Oversee and direct the management, upload, and verification of information to the National Learners’ Records Database. • Ensure the effective coordination for the submission of learner information, verifying that all the learners’ contracts are signed by all relevant parties. • Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements. • Provide technical support and provide advise to stakeholders • Attend industry related forums, conferences and workshops to gain industry insight for the purpose of business improvement. • Attend and address all stakeholder queries timeously and effectively. • Drive and ensure the effective design, implementation and monitoring of Projects the Unit is responsible for implementation. • Develop draft budget for the Unit. • Responsible for the management of the budget of the Unit. • Contribute to and provide input into the Procurement Plan Sound knowledge of basic financial management which includes a good understanding of and experience in budget and expenditure management with the ability to accurately account. • The incumbent must have a good understanding and knowledge of skills development legislation, including the Skills Development.
