Job overview/ Summaries: ASA (Afghanistan Supplemental Appropriation) Refugee Cash Assistance (RCA) Caseworker is responsible for determining client eligibility and disbursement amounts for monthly federal cash assistance payments made to recently arrived Afghan refugee, parolee, and SIV clients. Responsibilities include orienting new arrivals to RCA eligibility and compliance guidelines, verifying client income and program participation to determine ongoing eligibility, and reducing or terminating refugee cash assistance payments based on clients’ income and/or time eligibility.

**Major Responsibilities:**Responsibilities may include, but are not limited to:

  • Conduct intakes and needs assessments for Afghan refugees, parolees, and SIV clients referred to the Cash and Medical Assistance (CMA) Program

  • Develop an individualized service plan and identify activities to complete the service plan based on the client needs assessment

  • Identify new referral resources that will facilitate and assist client self-sufficiency

  • Coordinate with the staff of other IRC programs for RCA enrollment of eligible clients

  • Confirm client eligibility for the first and second phases of RCA in a timely manner to ensure clients receive full RCA benefits in accordance with program regulations

  • Provide intake and orientation for all eligible clients

  • Maintain up-to-date RCA Provider Manual and knowledge of RCA program requirements

  • Maintain timely case notes and case files per program requirements

  • Enter client data into the IRC and funder databases in a timely manner as directed

  • Refer non-exempt clients to the associated employment program; act on client non-compliance as soon as reported by the employment program

  • Requests payment for clients’ cash benefit

  • Serve as an advocate for clients

  • Other duties as assigned

Job Requirements:

Education:

  • Undergraduate degree preferred
  • A comparable amount of training and experience may be substituted for a degree

Experience:

  • Background in social services required
  • Experience working with diverse populations and/or refugee social services programs preferred
  • Experience and education may be substituted for one another

Knowledge/Skills:

  • High English language proficiency and excellent communication skills, both verbal and written, required
  • High level of computer literacy required
  • Fluency in an additional language spoken by the client base preferred (Dari and Pashto)
  • Ability to multitask and prioritize work

Certificates or Licenses: Valid driver’s license, access to a reliable vehicle with current insurance, and the ability to travel regularly throughout the service delivery area which includes escorting clients to interviews, training, etc.
