PSI seeks an Associate Subaward/Grants Manager to join our team for the USAID-funded Countywide Sanitation Activity. The project aims to achieve universal coverage of basic sanitation in five counties of Liberia. This ambitious project seeks equally ambitious staff who bring creativity, energy, and an entrepreneurial spirit to their work.
The Associate Subaward/Grants Manager will support the Subaward/Grants Manager in the management and monitoring of PSI/Liberia’s subaward portfolio, including ensuring proper documentation over the life of activity and verifying completeness of PSI’s required subaward monitoring and management tools.
Your contribution
- Support the Subaward/Grants Manager in actively managing and monitoring sub awardees to ensure the quality of reporting and timely contract deliverables.
- Complete PSI’s required subaward management tools throughout each phase of the subaward life cycle, including monitoring plans, site visit reports, financial report review checklists, management letters, site visit reports, pre-closeout letters, and closeout amendments.
- Facilitate subrecipient report review process, including coordinating joint programmatic and financial reports reviews, ensuring that costs incurred are in line with the progress and clear explanations are provided for budget variances as per the standards set by PSI financial reporting requirements.
- Confirm alignment of subrecipient expenditures against budgets, including ensuring validation of expenditures through a sampled review of supporting documentation, identifying internal control weaknesses, and disallowed or questioned costs, and completing financial report review checklists and management letters.
- Oversee report review for compliance with terms and conditions donor and PSI rules and regulation, coordinating timely cash disbursements for subawardees.
- Enforce and monitor complete and up to date records for sub awardees ensuring easy access to required supporting documentation for authorized staff in a secure and centralized location.
- Coordinate and participate in regular sub award site visits to verify adherence to contract terms and gauge internal control systems to obtain confidence in the reports submitted to PSI/Liberia.
- Contribute to preparing responses to audit requests and specific reporting requirements for sub awards.
- Coordinate subaward closeout in accordance with PSI/Liberia policies and procedures.
- Review and organize essential subaward documentation (e.g., pre-award assessments, selection & negotiation memos, reports, site visits reports, monitoring plans, financial report review checklists, management letters, important email communications, pre-closeout letters, modifications, etc.) and maintain subaward trackers.
What are we looking for?
The basics
- Bachelor’s Degree in Finance, Nonprofit Management, Business, or a related field, preferred.
- At least 6-8 years of progressive professional experience in Grants Management in similar sized organizations.
- Good understanding of USAID projects and sub-granting requirement and best practices.
- Demonstrated knowledge of the subaward life cycle, including selection, assessment, monitoring, capacity building, and close-out.
- Attention to detail and problem-solving capacity.
- Proficiency in MS Excel and other MS Office products.
- Fluency in English.
- Ability to work in multicultural settings.
- Good personal organizational skills including the ability to meet deadlines and work well under pressure.
- Must have work authorization for Liberia, PSI will not sponsor work permits.
