     Description: The Cost Proposal Manager (CPM) reports to the Director for Business and Cost Proposal Management of the Institutional Funding & Strategy (IFS) unit of CARE USA. As an integral member, s/he will lead and package the cost and pricing proposals in the pursuit of new business with the US Government and other institutional donors estimated at $650m annually. This individual works on multiple teams with simultaneous deadlines and collaborates with proposal response teams and CARE's external teaming partners while ensuring that CARE's costs are fully recovered in budgets, remain competitive, and meet donor and CARE requirements. The CPM shall support complex and major cost and pricing proposals for opportunities valued at $30m to $50m or higher. As SPCS, s/he possesses the requisite cost and pricing technical and communication skills, models effective coordination and leadership of the cost proposal teams, and a strong champion for diversity, equity, and inclusion. The CPM also supervises and builds the capacity of Cost Proposal Specialist/s to ensure effective and business practices and standards are consistently applied in determining the essential cost elements for each proposal submission in relation to the donor’s requirements and regulations, Federal Acquisition Regulations (FAR) for contracts and OMB Circulars and CFR’s for grants and cooperative agreements, as well as the applicable Cost Accounting Standards (CAS) and CARE cost recovery policies. The position holder also plays a key role in collaborating across functions within IFS and other key stakeholders (legal, compliance, finance, etc.) to address proposal risks, compliance and competitiveness concerns. RESPONSIBILITIES: Cost and Pricing Lead (75%) Provides technical advisory and assistance to Country Offices and HQ proposal teams and independently leads the preparation and consolidation of the cost and pricing proposal on major and complex USG and non-USG institutional opportunities. In this role, s/he (1) Ensures that the required cost/pricing proposals and supporting documents are prepared timely, accurately and compliant with solicitations; (2) Oversees the preparation of line item budgets as well as supporting documentation for cost proposal submissions, including budget narratives, certifications, financial information, etc.; (3) Negotiates budgetary items with partners in coordination and with the guidance from proposal technical lead/s and Senior Manager of Cost Proposal Management; (4) Presides over the cost and pricing proposal reviews prior to the finalization and packaging for submission; (5) Responds to issues letters and oversees the negotiation of the budgets during pre-award phase; (6) Contributes to the hand-over and startup planning of new awards; as well as (7) Actively participates in the After Action Review (AAR) to ensure key lessons learned are noted to pave the way for continuous process improvement. Management of proposal risks, compliance and competitiveness concerns (5%) Stays updated in donor regulations, industry best practices, as well as CARE policies. Collaborates with the CARE USA Legal department, CARE USA Award Management Solutions, and other key stakeholders to identify and address proposal risks, donor compliance issues or concerns that relate or impact the competitiveness of the cost and pricing proposal. Assist the Director for Business and Cost Proposal Management in advocating for improvements in the USG regulatory environment, CARE processes as well as CARE cost recovery policies. Staff Management (15%) Manages the Cost Proposal Specialist/s (CPS) and coordinates with the Senior Cost Proposal Manager in providing effective leadership in delivering quality cost and pricing support to proposal teams. Models and cascades the best practices in the effective conduct of the cost and pricing lead tasks and responsibilities. To adhere to IFS quality cost and pricing application standards, s/he shadows and/or coaches CPS in the (1) determination of donor cost requirements and applicable regulations, (2) effective tools and methods in ensuring budget is consistent with the solicitation requirements and technical design, (3) packaging of competitive and donor compliant cost and pricing proposals, (4) completing senior management level reviews and approvals prior to submission; and (5) supporting pre-award negotiations with the donors. S/he also actively advocates for work-life balance of staff, supports professional development, and upholds the CARE diversity, equity and inclusion principles. The Job Developer will identify and match qualified clients to employment opportunities, identify and cultivate new employer relationships, maintain ongoing partnerships with employers, guide staff through the hiring processes of various companies, engage with local employers, and provide ongoing retention services and support to both client and employer. This position will also collaborate across all workforce development direct service staff and maintain internal tracking systems. The Job Developer will serve as the main point of contact for critical employer relationships and create pipelines and relationships to place over 250+ clients per year into employment. This position reports to the Economic Empowerment Program Manager.      Terms of Reference: Consultancy to Support Media and Construction Labor Teams Almost a quarter of the world’s population lives in substandard shelter, impacting their health and livelihoods and their children’s education. Since 1976, Habitat for Humanity has helped more than 35 million people worldwide improve their shelter conditions. Yet, Habitat’s construction efforts alone cannot keep pace with the massive and growing need. In fact, no response by governments or private philanthropy alone can meet the shelter needs of 1.6 billion people. Habitat for Humanity thus established the Terwilliger Center for Innovation in Shelter to explore strategies for making housing systems work more inclusively for people in need of decent, affordable housing. About This Initiative: The Terwilliger Center strives for transformational innovations for adequate housing at the Base of the Pyramid. The Terwilliger Center’s five Shelter Venture Labs, country-specific programs that function as social innovation platforms and a principal way the center ideates and prototypes novel solutions to the challenge of affordable housing. The center’s innovation process usually starts with a series of unconnected experiments in one or more Labs, which are then brought to the larger cohort of Labs and other teams within the center, to learn from one another. Further experimentation in the Labs and other geographies then takes place as the center strives to standardize the innovation and lay the groundwork for more widescale adoption. Examples of such innovations include ShelterTech (programming to support housing startups and entrepreneurs), housing microfinance, and MicroBuild (programming to catalyze capital for low-income housing finance). Two of the center’s more recent experiments are in the media and housing space, primarily in the Kenya and Philippines Labs, and housing construction labor, in all five Labs. It is these two areas of innovation that the center is now looking for strategies to move out of ideation and prototyping and into a path that holds potential for more wide-scale adoption in other geographies. As a foundational step, the center plans to convene a group of specialists focused on the Media theme and Construction Labor theme, respectively to strategize around standardization and adoption. To that end, we seek a consultant to support each of these themes. Key Responsibilities: We seek a consultant who can work alongside the center’s appointed lead for both of these themes and provide facilitation, coordination, documentation, and administration support. All support will be provided virtually. The candidate will have a strong and readily demonstrated track record of using market systems development methodologies and experience in both affordable housing, media, and construction labor.      Job Overview: The Casework Supervisor is responsible for supervision of staffing and oversight of direct service programs. This oversees quality control for both service provision and contractual compliance. This includes overseeing new arrivals and the provision of core services within required timeframes, maintaining program compliance, coordinating case file reviews, completing program reports, and overseeing the distribution and reconciliation of client funds. The Casework Supervisor also participates, as required, in program planning and staff development through coordinating local training, onboarding new staff, conducting annual performance evaluations, and building and maintaining community partnerships. Major Responsibilities: Responsibilities include, but are not limited to: Program Oversight Supervise program staff to ensure that all core services are provided within the required timeframes, including Cultural Orientation, health screenings, enrollment in benefits, enrollment in schooling, family budgets and referral to job placement programming and English as an Other Language service; Ensure clients are placed in safe, appropriate, permanent housing as efficiently as possible. Direct Service Conduct pre-arrival services (locating and securing suitable housing, purchasing housing essentials, furniture and basic food supplies, setting up utilities etc.); Provide individualized and group orientations and supporting clients through social service referrals, medical access and advocacy services by assessing and evaluating each client’s distinct needs; Independently develop reasonable resettlement and/or self-sufficiency plans and timelines for each client to facilitate client expectations; Support clients with direct assistance distribution and tracking; Ensure that clients are provided the basic tools vital to meet their established short-term goals and objectives; Assess and monitor client progress at regular intervals to ensure progress on goals is made; designated resources are maximized; modifying initial resettlement plans and other case file documents as required; Complete all necessary data entry and filing in hard-copy case files and databases. Job Requirements: Undergraduate degree with an emphasis in Social Work or an equivalent field of study; equivalent experience may be substituted; Three to four years of relevant work experience.      Job Overview: The Community Sponsorship Coordinator is responsible for developing and implementing a shared community co-sponsorship model for humanitarian entrant populations, including refugees, asylum seekers, asylees and others. The Coordinator will build, implement, and refine IRC’s local Community Sponsorship programming in accordance with current and emerging best practices, collaborating closely with all stakeholders for the benefit of IRC clients and communities and ensuring compliance with required activities. Major Responsibilities: Outreach and Community Education Reach out to and educate community groups, faith-based organizations, and businesses about community sponsorship and its benefits, for both sponsors and the populations served, through presentations, newsletters, social media, and direct outreach Coordinate and facilitate outreach events Advocate for and promote awareness of refugee populations to promote community acceptance Represent IRC and CWS in co-sponsorship forums as necessary Track and manage in-kind donations Implementation Recruit and train community sponsorship groups (co-sponsors) and facilitate appropriate matches with newly arrived refugee families and individuals.      The International Waqf Fund (IWF) aims to provide a sustainable source of funding for Islamic Relief Worldwide (IRW) through promoting Waqf, managing the IRW endowment funds and allocating the returns to development projects in accordance with the wishes of the donors. IWF also collaborates with the IRW members to promote Waqf and sustainable income for IRW projects. IWF will grow the Waqf fund and manage Waqf assets to ensure that endowment funds are safely invested, and returns used for supporting humanitarian and development projects for those in need. IWF delivers on its stated objectives in support of the IRW vision and in compliance with Islamic jurisprudence (sharia) regarding Waqf. The Director of Waqf will provide strategic leadership, management, and inspiration to ensure that the organisational objectives are achieved for raising funds for Waqf, managing risk and returns while raising awareness of the importance of Waqf. They will be responsible for developing the strategy, policies, and procedures that serve the IWF vision. The successful candidate must have or be: Ability to influence strategy in field of WAQF by acting as a recognised authority in this area with at least 5 years’ experience of working with Waqf including developing Waqf management tools. Minimum of 10 years’ experience of senior management responsibility including the development of strategies. Proven track record of raising funds and marketing. At least 5 years’ experience working in Islamic Organisations at a senior level Fluent English and Good Arabic writing and speaking skills. Deep understanding of Islamic principles of Waqf and endowment management laws and broader Charity standards (in England & Wales). Experience of managing investments.
