Polish Humanitarian Action (PAH) is currently looking for a Country HR Manager, member of the PAH Ukraine Senior Management Team (SMT) and a key support position to providing timely, high-quality coordination of HR&Admin functions in line with programme plans and activities and is directly responsible for the HR&Admin management. Significant focus will be on developing the capacity of the above-mentioned department, with an emphasis on ensuring compliance with PAH internal regulations, Donor rules and regulations and local laws.

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly and single mothers, working in the sectors of Protection, WASH, MPCA, Food Security and Livelihoods.

Key Duties and Responsibilities:
- Strategic Leadership and SMT role
- Actively participate in the Senior Management Team, providing strategic input and advice for the country programme
- Manage HR, Administration to facilitate support for current and future programmes in line with PAH policies and good practice
- Provide support and leadership for PAH internal support systems, facilitating effective programme development and implementation
- Travel frequently to all sites to guide and coach local managers ensuring that HR&Admin policies are appropriate for the organization and applicable to the strategic direction and programmes in PAH Ukraine
- Responsible for the monitoring of the Risk Register
- Management of HR&Admin Team
- Ensuring operational compliance with internal procedures, donors requirements, local and international laws and regulations and sectoral standards;
- Human Resources Management
- Provide leadership for Human Resources management and promote an organizational environment which is fair, transparent and consistent
- Ensure that HR planning, including succession planning, is developed in coordination with annual programme planning
- Ensure an effective annual performance review and development process.
- Ensure salary scales are regularly reviewed and remain competitive
- Ensure that new staff are provided with proper induction
- Liaise with government institutions and other INGOs to ensure HR policies remain compliant with Ukrainian Labour Code/ Law
- Ensuring staff capacity-building and professional development system are in place
- Administration
- Ensure efficient and effective administration systems in line with PAH policy
- Ensure PAH Ukraine adheres to the regulatory requirements of the government entities with regard to obtaining visas, work permits, Sub Agreements for the projects and registration for Ukraine Mission
The successful candidate will be selected based on the qualification requirements described below:
- Experience in HR Management (minimum 5 years) within difficult operating environments;
- Proven experience in staff management in cross-cultural environment, including capacity building, training and facilitation skills (at least 3 years);
- Solid understanding of budgeting and budget analysis experience;
- Knowledge of HR and office administration procedures;
- Good knowledge of local labor and taxations laws;
- Sound understanding of local context and humanitarian & social needs of most vulnerable population groups in Ukraine.
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures;
- Strong results orientation with the ability to challenge existing mind-sets;
- Proven ability to manage a complex and demanding workload;
- Highly developed interpersonal and communication skills;
- Strong sense of personal and professional integrity;
- Good knowledge of Microsoft Office tools;
- University degree in relevant field;
- Languages: Full proficiency (C1/C2) in spoken and written English and Ukrainian language required.
