General Purpose of the position

The Country M&E Officer is responsible for implementing and maintaining the country monitoring and evaluation (M&E) methodologies. The Country M&E Officer will oversee the projects’ M&E plans in Jordan, including the design and rollout of data collection tools, staff training, data analysis, and the production of reports within Jordan. She/he will supervise the accuracy of Projects reports and data.

The objective is to ensure that data on program beneficiaries, processes, progress, and performance is effectively collected, entered, analyzed, and documented, in a way to inform timely decision-making and the adoption of sound corrective measures.

She/he works closely with Country Director and program officer, Project Directors, and Regional Programs, and M&E Officers.

Responsibility of the Position

  • Implementation and supervision of M&E activities
  • In collaboration with the Regional M&E Officer and Project teams, prepare the M&E Plan for ongoing projects and new projects, including the definitions of the indicators, data collection methodology, tools to be used, and expected delivery.
  • Monitor the implementation of ongoing and new projects and assure their adherence to the agreed processes and procedures: in collaboration with the Project team ensure the follow-up of project indicators by sampling, collecting, and analyzing data, guaranteeing quality data, and reviewing Indicator tracking tables and reports.
  • Develop monitoring and evaluation tools and procedures to ensure quality tracking of project output and outcomes, including tools to assess the impact of activities and beneficiary satisfaction (e.g., survey questionnaires, focus group discussions, key In order to have a harmonized M&E approach across the region, all M&E tools, procedures and plans should be developed closely with the Regional M&E officer and according to the Regional Guidelines and needs the Regional Director’s approval to be implemented.
  • Support all project teams in conducting monitoring and evaluation assessment and baselines.
  • Ensure and support the implementation of Accountability systems (complaint desk…).
  • Regularly visit the projects and encourage learning based on best practices, lessons, and the feedback captured from beneficiaries to guide the design and implementation of JRS projects.
  • In coordination with program staff and/or external consultants, support in the implementation of program needs assessment.
  • In coordination with program staff and/or external consultants, lead on the project’s evaluations and baseline/ Endline studies
  • Report-Proposal process
  • In collaboration with the Projects Directors and country program officer, ensure that the reports are accurate, with appropriate data to measure the progress of the output and outcomes indicators
  • Develop and adapt weekly and monthly quantitative and qualitative reporting tools and provide support to field-based staff in their use as needed.
  • Act as a focal point for activity info and other quantitative donor reporting at the Country level (Respond to queries on the number of beneficiaries reached and other quantitative indicators).
  • In collaboration with the Project Directors, Country Director, and other departments, contribute to the project proposal writing process, especially writing output, outcome project indicators, and monitoring plans, and validate it with the Regional Programs Officers and Regional M&E Officer.
  • Prepare numbers for quarterly and interim donor and IO reports, together with program departments and in collaboration with the Program Officer, as required

Care for staff

  1. In coordination with the Regional M&E Officer and Programs Officer, train project staff for M&E and programming skills.
  2. Conduct start-up orientation to new staff on the JRS MEAL processes.

Availability

  • Undertake any other duties as assigned by the Country Director that are within the ambit of the position.

Qualifications & Skills

  • At least 3 years of relevant working experience in the area of M&E, data collection, and analysis or working in the humanitarian field.
  • Demonstrates deep understanding of project details and donors’ data requirements.
  • Experience in developing assessment tools (e.g., questionnaires, focus group discussions).
  • Experience and knowledge in developing and managing databases
