SayPro JPO – Gender Analyst, Gender Equality and Women’s Empowerment and Communication
Organizational context
UNDP’s Regional Service Centre for Africa is based in Addis Ababa, Ethiopia. With additional offices in Dakar, Senegal and Nairobi, Kenya, it serves 45 Country Offices in sub-Saharan Africa, develops high quality knowledge and policy, and is the organization’s main interface with regional and continental bodies such as the African Union and the Regional Economic Communities. The Center also implements a continent-wide Regional Programme supporting Africa’s transformation agenda by: 1) enhancing inclusive and sustainable growth, 2) widening political participation and giving everyone a voice, and 3) developing responsive institutions which deliver desired services and promote inclusive processes of state-society dialogue.
UNDP has been present in the Republic of Congo since October 23, 1976, and through its network of partners in 177 countries, aims to support the development efforts of the Republic of Congo and promote sustainable development through institutional capacity building, advisory services, strong and strategic partnerships, and support to national execution. As part of the 2021-2023 cycle of the Gender Seal Initiative, UNDP Congo intends to have the capacity to monitor efforts to promote gender equality and the full integration of gender in all its activities. Furthermore, it strives to support the Regional Bureau for Africa gender initiative by working to implement gender equality through a two-pronged approach (i) mainstreaming gender in all core practices; and (ii) dedicated interventions that empower women and promote gender equality thus supporting the Administrator and senior management in addressing gender equality and women’s empowerment in their convening and representational functions.
The JPO staff will be part of the Congo Office Gender Team. The JPO will support the positioning of the Country Office gender work and contribute to the overall implementation of the UNDP and Country Office Gender Strategy.
Key Duties and Accountabilities
1.) Supports gender inclusion in UNDP Programme activities from design through implementation, focusing on achievement of the following results: (40%)
- Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives
- Provide substantive technical support to the implementation and management of the Gender Programmes
- Support conducts thorough analysis and research of the gender dimension in political, social, and economic situation in the country and collaborates in preparation/revision of project documents, AWP and other documents in the area of work.
- Facilitate assessment of the country’s policies and their impact on Gender Equality and Women Empowerment
2.) Supports effective management of the CO portfolio: (40%)
- Supports mainstreaming of the Gender priorities across all programmatic activities of the CO and follow up on Gender marker
- Support on timely reporting on projects and submission of IWP (Integrated Work Plan) on time with appropriate indicators and targets.
- Contribute to the Programme Unit activities especially in launch events, preparation of annual and quarterly reports, updates to the CO ROAR, CO Annual Workplan, UN Annual Progress Reports, Midterm reviews etc.
- Support and contribute to identifying strategic partnership opportunities for UNDP CO at the level of both policy dialogue and financing and support the CO in developing an integrated programme and financial support solutions
- Effective application of RBM (Result Based Management) tools, establishment of targets and monitoring results.
3.) Provide substantive inputs to building partnerships and resource mobilization strategies (20%)
- Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases.
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
- Participate in donor meetings and public information events, as delegated

Requirements
Education
Master’s degree or equivalent in social sciences, human rights, gender / women’s studies, international development, or a related field is required
Skills and Experience
- At least 2 years of progressively responsible paid work experience in development programme / project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
- Experience in the promoting the mainstreaming of gender equality and women’s empowerment in conflict contexts and emergency situations
- Experience coordinating and liaising with government agencies is an asset.
- Experience of working on gender and conflict programming
Language requirements
- Fluent knowledge of both written and spoken English is required
