SayPro Labour Mobility Engagement Management, Tonga – Pacific Labour Facility —
Project Overview: The Pacific Labour Facility (PLF) facilitates seasonal and longer-term work opportunities for Pacific workers in Australia. It connects Australian employers with Pacific workers under the newly introduced Pacific Australia Labour Mobility (PALM) scheme which combines the existing Pacific Labour Scheme (PLS) and Seasonal Worker Programme (SWP). The Overseas Employment Division of the Ministry of Internal Affairs exists as the Labour Sending Unit for Tonga. The Tonga Labour Mobility Policy requires Tonga to mobilise high-quality workers who meet industry requirements in Australia as well as effectively represent Tonga as a reliable and competitive sending country. Role Overview: The Labour Mobility Engagement Manager (LMEM), Tonga will be responsible for developing and implementing a program of assistance to the Government of Tonga through the Ministry of Internal Affairs, Overseas Employment Division, and other in-country stakeholders to ensure effective engagement in the Pacific Australia Labour Mobility (PALM) scheme. Working closely with the Head of the Overseas Employment Division to support long term planning and high level engagement with labour mobility stakeholders. You will support strategic policy improvements and provide regular reports to the CEO, Ministry of Internal Affairs and the Head of Overseas Employment Division on Labour Mobility initiatives. Responsibilities: · Consult with Ministry of Internal Affairs (MIA) to determine labour mobility objectives and assist with strategy/policy · Develop and implement a program of assistance to ensure effective engagement in Labour Mobility · Facilitate linkages and build strong stakeholder relationships that support growth of labour mobility in Tonga, and to encourage cross-learning · Facilitate and develop strong synergies and relationships between key service providers · Support to progress In-country Recruitment Database implementation and work with the Overseas Employment Division managing stakeholders to ensure smooth implementation · Assist with development of workplan and activities to support work readiness and awareness of the program Requirements: · Tertiary qualification in a relevant discipline with at least 5 years’ experience. · Demonstrated experience in labour economics and working in a project management, and/or partnership brokering role · Past experience working with programs in the Pacific · Demonstrated ability to build respectful, productive and sustainable relationships with stakeholders including government and private sector · Understanding of current issues in relation to labour mobility, including related policy and regulatory frameworks is desirable · Experience in policy design and implementation with an understanding of HR and recruitment is desirable Remuneration, Allowances and Support Costs: This position is classified under the Aid Adviser Remuneration Framework (ARF) at C3 classification, and any Allowances and support costs the Adviser may be eligible to receive will be in accordance with the ARF.
