Proposal Objective

The USAID Sri Lanka and Maldives MEL activity will aim to conduct rigorous monitoring, research, and evaluation of development assistance funded by the Mission. The activity will also build capacity to strengthen the Mission’s capacity as a learning organization, including leading ‘pause and reflect’ workshops and supporting the production of fact-based, data-rich documentation for reporting and outreach. Additionally, the activity will provide technical and advisory services in planning, designing, facilitating, conducting, and learning from monitoring and evaluating the Mission’s strategies and activities.

Position Summary

SI seeks a Monitoring Lead to support the USAID Sri Lanka and Maldives MEL activity to lead monitoring activities for the Mission and its Implementing Partners (IP). This includes supporting or overseeing PMPs, MEL Plans, DQAs, data collection and management, and other activities described below. This full-time proposal position is expected to be based in Sri Lanka and contingent on contract award.

Roles and Responsibilities

  • Provide oversight and quality control for all monitoring-focused activities.
  • Support the Mission in the full PMP development process – including planning and facilitating interactive workshops – and assist with annual updates and revisions to the PMP.
  • Support DIS use and management by acclimating new IPs and Mission staff to DIS use, strengthening current DIS capacities, and ensuring IPs regularly enter data into the DIS.
  • Support DQA reviews, develop methodologies to assess DQA indicators, and strengthen USAID and IP capacities on conducting DQAs and maintaining data quality.
  • Coordinate portfolio reviews twice a year by supporting USAID with scheduling, creating templates, collaborating around indicator data analysis, coordinating information collected from technical teams, and supporting facilitation.
  • Build the capacity of USAID and IPs on data analysis, deliver presentations, and use findings to adapt at the strategy and implementation levels.
  • Support CORs/AORs with field-based monitoring efforts; establish and maintain a site visit plan for all USAID activities.
  • Oversee data collection and analysis for PMP context monitoring through the collection and analysis of data from primary or secondary data sources, including public opinion surveys.
  • Support GIS data collection from IPs, including GIS data collection, to inform DIS reporting.
  • Oversee environmental and social safeguard compliance through monitoring visits and desk reviews. Track the status of environmental and social safeguards for the Mission portfolio.
  • Provide capacity building support to Sri Lankan subcontractors on monitoring activities.

Qualification

  • Master’s degree in international development, economics, political science, public policy, statistics, and/or another relevant field.
  • At least five years of experience after graduate studies in international development. Experience working on USAID activities is strongly preferred.
  • At least five years of experience in the design and management of PMPs, indicators, M&E plans, DQAs, data collection, or the other monitoring responsibilities described above.
  • Experience overseeing or implementing initiatives to strengthen monitoring capacities of clients, implementing partners, or data collection firms.
  • Knowledge and familiarity with the USAID program cycle, program management, financial management and reporting systems preferred.
  • Familiarity with DIS and GIS/geospatial data is preferred.
  • Strong presentation, reporting, and communication skills, and the demonstrated ability to interact diplomatically with a wide range of stakeholders.
  • Experience working in Sri Lanka, and demonstrated knowledge and understanding of the economic, ecological, social, cultural, and political characteristics of Sri Lanka.
  • Oral and written fluency in English and Tamil or Sinhala is required.
