Position Summary
ICAP at Columbia University’s Targeted Programmatic Support Across Countries under the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria under PEPFAR (PSA) is a program that provides technical assistance (TA) and capacity-building support to the Department of Health, in collaboration with key stakeholders and local partners in Central Visayas (VII) and Western Visayas (VI) Regions of the Philippines.
Working under the guidance and supervision of the Technical Director, the HIV Care and Treatment Technical Advisor will support the provision of oversight in the implementation of HIV care and treatment activities in ICAP’s Philippines program. The incumbent will be responsible for day-to-day updates on service delivery with the goal of achieving and maintaining epidemic control.
Responsibilities
· Provide support to clinical staff on the design, implementation, monitoring and evaluation of HIV care and treatment services at ICAP-supported health facilities in Regions VI and VII;
· Provide technical support in communicating evidence-based performance optimization strategies to clinical staff at ICAP-supported health facilities;
· Participate in training, mentorship and supervision activities to strengthen performance and quality of care to clinical staff;
· Contribute to the development, execution and iterative revision of ICAP Philippine’s strategic plan for HIV care and treatment;
· Provide technical assistance in HIV care and treatment and TB/HIV integration, including design of programs in partnership with colleagues, provision of clinical mentorship and didactic teaching to ensure delivery of high-quality HIV and TB/HIV services at ICAP-supported health facilities;
· Support program monitoring, evaluation and reporting through the analysis and reporting of program data to determine impact and inform future programming;
· Work closely with the Technical Director to develop project workplans, monitor progress towards objectives and timelines and provide regular updates to ICAP staff in New York;
· Document project training and technical assistance activities, and contribute to the production and dissemination of technical reports, guides, manuals, success stories and other resources and materials;
· Remain current and up-to-date on HIV clinical service guidelines, strategies and protocols, including the government of the Philippines’ and relevant international (i.e., World Health Organization) protocols, strategies, priorities and guidelines; and
· Perform other duties, as assigned by the Technical Director and/or Country Director.
Required Qualifications
· Master’s degree or equivalent in public health, medicine or related field;
· Minimum five (5) years of experience in the management of HIV care and treatment programs in resource-limited settings, preferably within the Philippines, at least two of which are in PEPFAR/US Govt-funded non-governmental organization;
· Experience supporting health facilities and health facility staff in implementing HIV care and treatment programs, with a focus on Filipino HIV guidelines and priorities;
· Experience using existing data systems (HARP, OHASIS) for the national HIV program in the Philippines preferable
· Prior experience training, mentoring and supervising clinical staff;
· Ability to work independently and as part of a team;
· Excellent ability to coach, mentor and develop capacity for staff and counterparts;
· Excellent verbal and written communication skills, including report writing, interpersonal communication and professional skills;
· Fluent in Filipino and English
Travel Requirements
· Domestic travels to project sites/partners as needed.
