DUTY STATION:

The work location for the consultancy will be Ukraine with possible trips into Chisinau, Moldova and Bucharest, Romania. Any domestic or international travel required by Medical Teams to complete activities in the consultancy, as agreed in the work plan, will be paid by Medical Teams.

OVERALL PURPOSE:

The Program Officer will assist the team in Ukraine to provide aid to refugees and IDPs affected by the crisis in Ukraine. This support will be particularly in the areas of administration, partnerships, data management, proposals and reports, policy compliance, communication and networking, and flexible support as needed to various departments.

EXPECTATION:

The goal of the Program Officer is to provide support to the efforts of Medical Teams International Ukraine Regional Response program particularly in the areas of administration, partnerships, data management, proposals and reports, policy compliance, communication and networking. This position must be flexible to adapt to the program’s needs based on staffing gaps and changing priorities. This person will be involved with all departments of the response and remain a crucial position that many will rely upon. The Program Officer needs to be detail-oriented and comfortable taking initiative.

SCOPE OF WORK:

Expectations for this short-term contract are outlined broadly in this agreement. This role with Medical Teams is a dynamic one and undertaken in a resource-challenged setting, thus this position requires flexibility. The broad outline of activities offered below recognizes that details may change in order to address needs identified in the field.

The consultant will serve in the role of Program Officer for a maximum duration of up to 90 days (with expected hours per week of 40 hours or more) The consultant will be flexible, able to manage time; and, be prepared to tackle other tasks commensurate with role, and level of experience, on short notice.

DELIVERABLES:

Tasks likely to be undertaken:

  • Collaborate daily with the Team Lead and other key staff to support the planning, implementation, and monitoring of assigned programs.
  • Work with Medical Coordinator and MEAL advisor at HQ to ensure proper MEAL is ongoing and data is being stored and shared appropriately
  • Support the development of concept notes and proposals
  • Actively draw out lessons to be shared within the country team, but also with other relevant stakeholders internally and externally within the response.
  • Lead on development of communication materials in collaboration with communication unit at HQ, technical team and field staff.
  • Proactively share updates, success stories, and case studies with stakeholders
  • Attend cluster or donor meetings as needed
  • Ensure project meetings are conducted and documented on time. These include kick offs, mid-term reviews and closeouts.
  • Facilitate the sign off of donor contracts, ensuring legal review, sign off with delegated authorities
  • Support the country team in preparing, reviewing and modifying memoranda of understanding or other partnership agreements as needed.
  • Support vetting of potential local partners
  • Complete the due diligence requirement of donors in collaboration with HQ program staff.
  • Support with registration of Medical Teams in Moldova and Ukraine
  • Coordinate the monitoring of compliance to specific donor rules and regulations as well as organizational standards, highlighting areas of insufficient compliance to the country leadership immediately.
  • Observe environment and surroundings to provide protection for vulnerable people against possible threats such as human trafficking.
  • Anticipate changing needs and emergencies.
  • Other duties as assigned. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.
  • Ensures the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, and Child & Vulnerable Adult protection, and Employee Code of Conduct policies.

CONSULTANT QUALIFICATIONS:

  • Minimum of 1 year of international humanitarian experience
  • Ability to exercise sound judgment and make decisions independently
  • Ability to represent the organization in a professional manner to volunteers, staff, donors and the public
  • Ability to work collaboratively with others
  • Effective communication and collaboration across cultural, geographical, and structural boundaries, engaging positively and constructively with colleagues
  • Extremely flexible with ability to cope with both busy, high stress situations as well as times with low volume and low acuity
  • Creativity and the ability to work with limited resources
  • Resourceful to identify needs during downtime
  • Ability to cope well with in frustrating situations
  • Valid Passport
  • Ability to support and follow code of conduct, program accountability, and safeguarding standards.
  • Excellent Written and Verbal Communication in English

Preferred, but not required.

  • Degree in humanitarian affairs, international relations, or other relevant course
  • Previous experience in health and nutrition programming
  • Previous training in hostile environments and insecure locations
  • Romanian, Ukrainian, or Russian language ability
  • Experience working with Bureau of Humanitarian Assistance (BHA) and US Department of State Bureau of Population, Refugees, and Migration (State/PRM)
