CONTEXT

Oxfam-Quebec is implementing its new volunteer cooperation program (VCP) entitled « Equality in Action » working in close collaboration with Oxfam teams in the countries of intervention. This program will take place over a period of seven years (2020-2027) in thirteen countries and three regions.

The VCP aims to increase the performance of local partner organizations in developing countries in implementing inclusive, innovative, and sustainable development initiatives that will advance gender equality in the 13 countries. Oxfam’s role is to support civil society organizations (CSOs) working with the most vulnerable and marginalized people to claim and exercise their rights. Oxfam puts women’s/girls’ rights at the heart of everything it does. The knowledge, capacity and expertise of the qualified volunteers will be leveraged through short and long-term assignments with local partner organizations.

The VCP will be articulated within Oxfam’s Country Strategy while ensuring compliance with Oxfam-Québec’s contractual agreements with its donors.

MAIN RESPONSIBILITIES

Under the responsibility of the Economic Justice Programme Manager, and in close collaboration with Oxfam colleagues (country, region and Oxfam Québec headquarters), the Inclusive Strategic Planning and Design Thinking Advisor performs her/his mandate to ensure the achievement of VCP results and support the partners within the relevant field of expertise.

In accordance with Oxfam’s policies, standards and procedures, the Inclusive Strategic Planning and Design Thinking Advisor undertakes the following responsibilities: Strengthen the capacities of Partners (Phenix and IDare) to develop strategies and design new initiatives including feminist principles and ensuring inclusiveness both in the development process and in the implementation phase.

Key steps of the mandate

  • Identify capacity building and technical support needs with partners
  • In consultation with partners, develop a plan to support them through strategic planning and design thinking processes, and to build their capacities to replicate the processes on their own. When relevant it should include elements of quality assurance and MEAL planning
  • Deliver the agreed plan.
  • Support the Oxfam Economic Justice Team in improving quality and inclusiveness of consultation and programmatic co-design processes with partners
  • Identify, record and disseminate lessons learnt

Expected results

  • Partner developed their strategies and identified new areas of work
  • Partners increased their capacity to lead Inclusive strategic planning and design thinking on their own
  • Increased quality and inclusiveness of Oxfam Economic Justice Team consultation and programmatic co-design processes with partners
  • Increased knowledge about best practises in supporting partners to develop their capacities

Other responsibilities:

  • Share and embody Oxfam’s commitment to a zero-tolerance policy against behaviour that violates the code of conduct, including sexual harassment, exploitation and abuse; intimidation; lack of integrity; corruption and fraud.
  • Participate in development efforts in Canada during and after the mandate by contributing to the dissemination of the program, projects, partners, etc. through testimonials, life stories, photos, quotes, etc.

REQUIREMENTS

  • Have Canadian citizenship or citizenship of a country in the Middle East other than Jordan.
  • University-level degree in related fields, technical training on facilitation
  • Experience in facilitation of design thinking processes, strategic workshops, inclusive decision-making processes
  • Professional proficiency in English (mandatory) and Arabic (desirable).
  • Ability to work in a team setting.
  • Autonomy and initiative.
  • Knowledge of the Middle Eastern culture and context (desirable).
  • Experience in international development (an asset)
  • Adherence to the mission and values of Oxfam, including the promotion of equality between women and men.
