CONTEXT

Oxfam-Quebec is implementing its new volunteer cooperation program (VCP) entitled « Equality in Action » working in close collaboration with Oxfam teams in the countries of intervention. This program will take place over a period of seven years (2020-2027) in thirteen countries and three regions.

The VCP aims to increase the performance of local partner organizations in developing countries in implementing inclusive, innovative, and sustainable development initiatives that will advance gender equality in the 13 countries. Oxfam’s role is to support civil society organizations (CSOs) working with the most vulnerable and marginalized people to claim and exercise their rights. Oxfam puts women’s/girls’ rights at the heart of everything it does. The knowledge, capacity and expertise of the qualified volunteers will be leveraged through short and long-term assignments with local partner organizations.

The VCP will be articulated within Oxfam’s Country Strategy while ensuring compliance with Oxfam-Québec’s contractual agreements with its donors.

MAIN RESPONSIBILITIES

Under the responsibility of the Economic Justice Programme Manager, and in close collaboration with Oxfam colleagues (country, region and Oxfam Québec headquarters), the Resources Mobilization for Gender Programmes Advisor performs her/his mandate to ensure the achievement of VCP results and support the partners within the relevant field of expertise.

In accordance with Oxfam’s policies, standards and procedures, the Resources Mobilization for Gender Programmes Advisor undertakes the following responsibilities:

Strengthen the capacities of partners (JOHUD, INJAZ, IDARE) to fundraise for innovative gender programming

Key steps of the mandate

  • Identify capacity building and technical support needs with Partners
  • In consultation with Partners, develop a plan to support them in mobilizing resources for innovative gender programming. It could include (not limited to) donors mapping, development of funding strategies, support in designing, writing, or reviewing project proposals, formal training on proposals writing and Theory of Change, day to day coaching and technical support.
  • Deliver the agreed plan
  • Support the Oxfam Economic Justice Team and Partners in developing and writing joint project proposals related to Women Economic Empowerment
  • Identify, record and disseminate lessons learnt

Expected results

  • Partners increased their capacity to fundraise for innovative gender programming
  • Joint Oxfam- Partners project proposals related to Women Economic Empowerment are developed
  • Increased knowledge about best practises in supporting partners to develop their capacities

Other responsibilities:

  • Share and embody Oxfam’s commitment to a zero-tolerance policy against behaviour that violates the code of conduct, including sexual harassment, exploitation and abuse; intimidation; lack of integrity; corruption and fraud.
  • Participate in development efforts in Canada during and after the mandate by contributing to the dissemination of the program, projects, partners, etc. through testimonials, life stories, photos, quotes, etc.

REQUIREMENTS

  • Have Canadian citizenship or citizenship of a country in the Middle East other than Jordan.
  • University-level degree in related fields.
  • At least 3 years of relevant experience institutional fundraising for non-profit organizations.
  • Experience in programme development and project design.
  • Strong knowledge and understanding of gender inequality, women economic empowerment and gender mainstreaming.
  • Experience in capacity building / teaching / knowledge sharing.
  • Professional proficiency in English (mandatory) and Arabic (desirable).
  • Ability to work in a team setting.
  • Autonomy and initiative.
  • Knowledge of the Middle Eastern culture and context (desirable).
  • Experience in international development (an asset)
  • Adherence to the mission and values of Oxfam, including the promotion of equality between women and men.
