PURPOSE AND RATIONALE OF THE QUALIFICATION |
Purpose:
The purpose of the Further Education and Training Certificate: Beauty and Nail Technology is to develop the self-directed skills and knowledge of those employed in the beauty industry as nail technologists, beautician or make-up artists. It is designed for people who wish to extend their range of skills and knowledge of the industry and those wishing to follow a career in beauty industry. The qualification is aimed at developing the necessary task skills, task management skills and job/role management skills of those working or intending to work in the beauty industry. The learners will be able to integrate the generic salon requisite skills, knowledge, values and attitudes with those specific to the beauty industry, ensuring the business in which they operate runs smoothly and offers excellent customer service according to industry standards. This qualification is awarded to people who have demonstrated the relevant skills and knowledge required to perform a range of beauty services at a basic level within the salon environment. It will lead to entrepreneurial opportunities for learners already operating or joining this profession and enhance the self-image of each individual learner as he/she becomes more professional. Holders of this qualification are able to conduct the prescribed beauty service in a professional manner, and maintain service excellence in all their operations. The Further Education and Training Certificate: Beauty and Nail Technology is flexible enough to be offered in formal education for those not in employment and as well as in an occupationally directed workplace for learners already employed in the beauty industry. The qualification is made up of a combination of learning outcomes from Fundamental, Core and Elective components. To achieve the Certificate, the learner is expected to achieve a minimum of 156 credits made up as follows.

INTERNATIONAL COMPARABILITY |
The aim of the comparability study was to examine qualifications and unit standards related to this field to ensure that the South African qualification is comparable with qualification models and standard internationally. International qualifications and/or certificate courses including short courses that are aligned to the national qualifications framework in the beauty industry were examined and compared in terms of the scope, content, duration, and qualification levels. The comparison also focused on certificate courses including short courses offered by accredited institutions and organisations which include amongst others universities, private learning institutions in both developing and developed nations.
Countries looked at include amongst others, New Zealand, Australia, United States of America, United Kingdom, Ireland, Scotland, India and China. The findings show that countries such as the United Kingdom, New Zealand and Australia are leading countries in offering full qualifications in the field of beauty and nail technology. In some instances it was discovered that many countries offer short courses, i.e. covering at least one unit standard or two. Training Courses and Qualifications in other countries that face similar social, economic and technological challenges like South Africa within the SADC region were looked at e.g. Botswana, Zimbabwe, Namibia, Nigeria and Kenya. Unfortunately none of these was found to have qualifications and/or standards in place. Instead most people from these countries come to study cosmetology and/or beauty services courses in South Africa. Comparison were done with the following qualifications/programmes; United Kingdom: Confederation of International Beauty Therapy and Cosmetology (CIBTAC) a not-for-profit organisation and a leading International awarding body responsible for the education of beauty and holistic therapists. It is the education arm of BABTAC the British Association of Beauty Therapy and Cosmetology, responsible for the education and training of Beauty; Spa; Complementary and Wellbeing therapists worldwide. CIBTAC has expanded to offer courses worldwide giving accreditations that are recognised in a variety of countries with more than 200 schools in 26 countries which include amongst others South Africa (with schools, Mpumalanga, established in Johannesburg, Rustenburg, Cape Town, Port Elizabeth, Kwa-Zulu Natal); Northern Ireland; Malta; Spain; Ireland; Qatar; Mauritius; Dublin; St Lucia; India; Sri Lanka; Australia; New Zealand; Hong Kong; China; Japan; South Korea; Malaysia; Singapore; Indonesia; Thailand; Bali and Phillippines. CIBTAC Qualifications include the following courses; E37 – Photographic and Fashion Make Up. New Zealand Qualifications Authority: National Certificate in Beauty Services (Beautician) (Level 4) (Ref: 1046, 93 credits): The National Certificate: Beauty Services (Beautician) (Level 4) is awarded to people who have demonstrated the skills and knowledge required to perform a range of beauty services at a professional level within the commercial environment. It provides learners with knowledge and skills to consult with a client, establish the needs of the client on the basis of consultation, sell beauty goods and services to meet client needs, conduct the prescribed service in a professional manner, and maintain communication with the client.
