PURPOSE AND RATIONALE OF THE QUALIFICATION 
For those who have been in the workplace for a long time, this qualification can be used in the recognition of prior learning process to assess and recognise workplace skills acquired without the benefit of formal education and training.

For the new entrant, this qualification describes the learning outcomes required to effectively participate in a structured workplace.

For education and training providers, this qualification provides guidance for the development of appropriate learning programmes and assessment documentation.

For employers, this qualification enables skills gaps to be identified and addressed ensuring that productivity levels are increased and business objectives achieved.

This qualification has been developed to assist with portability across the construction industry. This will allow for future career advancement across the various fields of specialization

Rationale for the qualification

The rationale for the introduction of a unit standard based – “National Diploma in the Management of Civil Engineering Construction Processes” is to provide a qualification for persons managing civil engineering construction resources and civil engineering construction work processes. Typical job roles would include Site Manager, Plant Manager, District Manager and Contract Manager

The “National Diploma in the Management of Civil Engineering Construction Processes” reflects the skills, knowledge and understanding required to be an effective manager in the Civil Engineering Construction Industry, whether in micro, small, medium or large operations.

The qualification consists of generic management competencies, as well as generic technical competencies. The field of specialisation is reflected in the Elective Component of the qualification.

The learning pathway for Civil Engineering Construction Management, consists of the following qualifications:

NQF level 2: National Certificate in the Supervision of Civil Engineering Construction Processes.
NQF level 4: National Certificate in the Supervision of Civil Engineering Construction Processes.
NQF level 5: National Diploma in the Management of Civil Engineering Construction Processes.
NQF level 6/7:National Degree in the Management of Civil Engineering Construction Processes. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
It is assumed that learners are competent in:

  • Communication at NQF Level 4.
  • Mathematical Literacy at NQF Level 4.
  • Physics and Chemistry at NQF Level 4.

    Recognition of Prior Learning:

    The qualification may be obtained through the process of Recognition of Prior Learning. Learners who have met the requirements of any unit standard in this qualification may apply for recognition of prior learning to the Construction Education and Training Authority (CETA), and will be assessed against the assessment criteria and specific outcomes for the relevant unit standard/s or compile a portfolio of evidence.

QUALIFICATION RULES 
The Qualification consists of a Fundamental, Core and Elective Components.

To be awarded the Qualification learners are required to obtain a minimum of 271 Credits as detailed below.

Fundamental Component:

The Fundamental Component consists of Unit Standard in Communication and Mathematical Literacy to the value of 46 credits all of which are compulsory.

Core Component:

The Core Components consists of Unit Standards to the value of 169 credits are compulsory.

Elective Component:

Learners are to choose Elective Unit Standard to the value of at least 56 credits so as to attain a minimum of 271 credits for the qualification.

  • Demonstrate an understanding of geo-technical construction methods.

  • Demonstrate an understanding of refractory construction methods.

    Demonstrate the ability to integrate the following critical cross-field competencies when applying the technical and management competencies outlined above:

  • Understand contextual world systems and the impact of civil engineering projects on stakeholders and the environment. 

ASSOCIATED ASSESSMENT CRITERIA 
Exit level outcomes will be judged by the following criteria:

  • Tender and estimating documentation is accurately analysed and appropriate programmes, budgets, strategies, facilities and information systems are established in preparation for a project.
  • Materials, labour, plant, equipment and tools are procured and utilized in accordance with project requirements and site procedures.
  • Project costing and reporting systems are established in accordance with company procedures and accepted financial principles.
  • The financial status of a project is reviewed and appropriate financial improvement strategies are timely implemented in conjunction with senior management.
  • The recruitment, selection, induction, performance, development and industrial relations of Human Resources are managed in accordance with site, H.R. and legislative requirements.
  • A range of contract documentation, Codes of Practice and professional ethics are interpreted and applied correctly.
  • Record keeping, site administration and reporting systems are in accordance with site procedures and quality management systems.
  • Payment certificates and invoices are produced according to company procedures and client requirements.
  • Quality management system and quality improvement processes are established and implemented according to quality principles and company procedures.
  • A Health & Safety plan is established, implemented and monitored in accordance with site procedures and statutory requirements.
  • Production and resource measuring and recording systems, production and cost activity reporting systems and productivity improvement measures are established and implemented, in accordance with company procedures and policies.
  • Tenders are prepared, estimated, compiled and submitted in accordance with tender conditions and specifications.
  • Contracting services are promoted and new business opportunities identified by maintaining relationships with construction role-players.
  • Engineering drawings are correctly interpreted and applied in construction activities.
  • Computer aided drawings are developed and produced to comply with the Codes of Practice for Engineering Drawing and to meet job requirements.
  • Quantities are accurately calculated and a work plan developed in order to compute resources required and complete a job cost effectively.
  • Surveying techniques and principles, including tachometric principles are explained.
  • Works are surveyed and set out in accordance with drawings and specifications.
  • Laws pertaining to structures, the behaviour of structures and structural elements are explained.
  • Appropriate solutions to structural problems are generated and implemented.
  • Tests required are accurately identified from project specifications or organizational standards.
  • The ability to interpret test/lab results is demonstrated and appropriate action is taken, following the interpretation of tests/lab results.
  • Plant and equipment are utilized safely, cost-effectively and in accordance with manufacturer specifications.
  • Civil engineering construction materials are accurately identified, described and appropriately used.
  • An understanding is demonstrated of the Civil Engineering Construction activities being managed by the learner.
  • Civil Engineering Construction activities is managed ensuring adherence to project specifications and completion of works in a cost-effective and safe manner.

    Learners could also opt to work towards the “National Certificate in the Management of Building Construction Processes”, NQF level 5, as the Fundamental and most of the Core unit standards in this qualification is similar to these in the Civil Management qualification.

    Integrated Assessment:

    Formative assessments conducted during the learning process will consist of written tests, demonstrations and a number of self-assessments. The purpose of formative assessment is to diagnose learner strengths and weaknesses and to determine readiness for summative assessment.

    Summative assessment would consist of written tests coupled with assignments, case studies and practical demonstrations. Summative assessments would only be conducted once the learner has indicated that he/she is ready to undergo summative assessment.

    Before qualifying, the learners will be expected to demonstrate competence in a practical situation that integrates the assessment of all specific outcomes, for all unit standards.

    Integrated assessment provides learners with an opportunity to display an ability to integrate practical performance, actions, concepts and theory across unit standards to achieve competence in relation to the purpose of this qualification.

    In particular assessors should check that the learner is able to demonstrate the ability to consider a range of options and make decisions about:

  • The quality of the observed practical performance as well as the theory and underpinning knowledge behind it.
  • The different methods that can be used by the learner to display thinking and decision making in the demonstration of practical performance.
  • Reflexive competencies. 

INTERNATIONAL COMPARABILITY 
New Zealand Qualifications Authority:

The corresponding qualification registered on the NZQF is a “National Diploma in Construction Management” at NZQF level 5.

Elements of similarity between the NZQF and proposed level 5 qualification includes:

  • Applying Quality Assurance, as well as Health and Safety on a construction site.
  • Construction methodology.
  • Construction planning.
  • Surveying and setting out.
  • Cost estimating and tendering for contracts.
  • Contract administration.
  • Provision of Services.
  • Environmental impacts.

    The NZQF qualification does not include any unit standards around the management of Human Resources and Contract Finances, as proposed in the South African equivalent.

    Chartered Institute of Building – U.K.

    The “Diploma in the Management of Civil Engineering Construction Processes” has been benchmarked against the BTEC – NVQ Building Site Management qualification, level 4. This NVQ qualification was utilized as a source document in the development of this qualification. 

ARTICULATION OPTIONS 
This qualification has been developed for mobility across the fields of Civil and Building Construction Management and is intended to allow for further learning towards the higher-level construction management qualifications.

The qualification has been designed and structured so that qualifying learners can move from one context to another. Equally holders of other qualifications may be evaluated against this qualification for the purpose of RPL. 

MODERATION OPTIONS 
Assessment of learner achievements takes place at providers accredited by CETA (RSA, 1998b) for the provision of programs that result in the outcomes specified for the National Diploma in the Management of Civil Engineering Construction Processes. CETA – ETQA, or other ETQA who have a Memorandum of Understanding in place with CETA – ETQA, is responsible for the moderation of learner achievements of learners who meet the requirements of this qualification.

Anyone assessing a learner or moderating the assessment of a learner against this Qualification must be registered as an assessor with the relevant ETQA. Any institution offering learning that will enable the achievement of this Qualification must be accredited as a provider with the relevant ETQA.

Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA policies and guidelines for assessment and moderation; in terms of agreements reached around assessment and moderation between ETQA and in terms of the moderation guideline detailed immediately below.

Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual unit standards as well as the integrated competence described in the qualification.

Anyone wishing to be assessed against this Qualification may apply to be assessed by any assessment agency, assessor or provider institution, which is accredited by the relevant ETQA. 

CRITERIA FOR THE REGISTRATION OF ASSESSORS 
For an applicant to register as an assessor, the applicant needs:

  • A recognized assessor qualification.
  • Compliance with the relevant ETQA requirements for assessor registration.
  • Subject matter expertise in the unit standard/s for which assessor registration is sought, as well as an understanding of the context of the qualification in order to enable integrated assessment. 
REREGISTRATION HISTORY 
As per the SAQA Board decision/s at that time, this qualification was Reregistered in 2012; 2015. 

NOTES 
As per the SAQA decision to re-register all provider-based qualifications on the National Qualifications Framework that meet the criteria for re-registration, this qualification has been re-registered from 1 July 2018. N/A
