TITLE
Capacity Building Intervention for community forums in Eastern Cape for National Development Agency
BACKGROUND
Southern Africa Youth Project is a youth development organisation that is aimed at empowering the youth through up-skilling them to recognize and utilise the opportunities that are around them, we do this by providing information, skills training and job placement.
The NDA is required to build and enhance capacities of the these organisations through well-designed and executed effective capacity building interventions that address organizational strengthening ,operational excellence and sustainability to better deliver services to poor communities.
Through this process we have seen a relationship between Southern Africa Youth Project and National Development Agency share mutual benefit which is knowledge transfer and to ensure that communities are saved. Also to ensure that those community based organizations based in townships are assisted to ensure that they exist to take care of communities and also for them to create jobs for communities
CAPACITY BUILDING OBJECTIVES
To train an NPO forum allocated to us on an NQF Aligned interventions that cover the following training sessions.
· Planning and Resource Mobilization
· Governance
· Financial Management
CAPACITY BUILDING OUTPUTS
Southern Africa Youth Project will focus on capacitating NPOs that fall within non-compliant and de-registered. This effort will be to ensure that South Africa has enough NPOs across nine provinces that are compliant. The net effect is that communities are serviced by NPOs that are stable and can deliver quality services. The compliant status of NPOs is also critical for attracting funding from donors and government departments, thus improving their resource base.
Southern Africa Youth Project will implement capacity building interventions based on outcomes of needs provided by the National Development Agency:
· Governance – to clearly define the functioning governance structure, processes, procedures and compliance.
· Organisational Development, Management and Leadership – to assist NPOs to establish functional management structures, including human resource management, organisational management and operational policies and systems.
· Financial Management – to assist NPOs to establish and develop good financial management policies, systems and tools. This will include setting up of financial audit requirements.
· Strategic Direction– to assist NPOs on developing strategic plans, targets, indicators and operation procedures and processes.
· Information management, Monitoring and Evaluation and reporting – to assist NPOs on developing processes and tools for collecting information, storage or filling of the information, and use of information for different purposes, including reporting.
· Resource Mobilisation– to assist NPOs to develop plans and strategies to mobilise resources (material, financial and human) to enhance and sustain their operations.
We are aiming at ensuring that those NPOs are assisted to compile all relevant information required for re-registration. We will ensure that we provide capacity building interventions that will ensure that NPOs understand the processes and procedures required by the NPOs Act to remain registered and compliant.
These interventions will be provided through a combination of training, mentoring and incubation.

CAPACITY BUILDING METHODOLOGY AND APPROACH
· Organisational Training– NPOs strengthening uses different methods of teaching and learning. Training will be in a form of skills development training, workshops and formal SAQA aligned training. The type of training used will be informed by the capacity building assessments that will be conducted on organisations and staff of these organisations.
· Mentorship– Mentoring pertains to the development of a rapport involving a more knowledgeable or mentee. The mentorship program for NPOs capacity building will require frequent contact between the mentor and the mentee for the communication line to remain open. Mentoring will be in the form of interactive relationships wherein both parties can contribute to each other’s growth at personal (staff) and organisational levels. NPOs will be assessed for appropriate mentorships formats to support them.
· Incubation– The incubator will help NPO s to nurture and facilitate the development of organisations through the provision of a platform to facilitate enhancement of skills, small grant funding, and resource mobilisation, improve quality of services, and enhance NPOs business operations processes. The use of an incubator improves the chances of a weak organisation to remain sustainable over time, and also provides strong opportunities to build relationships with other organisations in the sector.
Delivery Method
CAPACITY BUILDING CONTENT
· Strategy and Organizational alignment: This is targeted at ensuring that organization sets mission, vision, objectives and activities of the organization are aligned to the strategy and its long terms implementation. This will also ensure that organization are assisted with advisory to choose their core strength and focus to avoid them providing all the service the community might require
· Marketing and Fundraising: Strengthening the importance of organizations branding and publicity where organization are to leave their comfort zone and be publicized on online contents for investors or funders to be able to view what they are providing
· Public relations: To capacitating organizations to understanding what their communities wants as well as to ensure that they promote community participation without involving religions or politics into effect
· Financial Management: Organizations are to be capacitated on basic bookkeeping depending on the stage of the organizations and the way they have been implementing their financial management system
· Employees and volunteer management: Organizations will be capacitated on the new legislations in terms of the Basic Conditions of employment act, Labour relations act, Employment Equity Act and as well as Occupational Health and Safety Act to ensure that their centres are compliant and that they do not find themselves in the wrong side of the law
· Taxation, Compliance and Legislation: Organizations will be updated on the new laws which are in effect especially looking at SARS, department of labour and as well as other rules that are in effect such as the Department of Social Development legislation in terms of compliance
· Monitoring and evaluation: Organization will be assisted to understand the importance of monitoring and evaluation in implementing projects and activities to ensure that they meet targets and as well to understand whether it is relevant to them to implement again.
All this and others will be implemented in the form of training, mentorship and coaching to each organization that will be selected NDA for receiving support and training
THE PROPOSED CAPACITY BUILDING FACILITATORS
National Development Agency will provide us with the contents. Should there be no contents Southern Africa Youth Project will be able to provide its contents which it has been implemented and tested for other organizations. It has been proven to have work with our other beneficiaries.
