Context:

Under the overall guidance of the Head of Humanitarian Assistance and Operations, and the direct supervision of the Programme Manager (Site Management and Site Development (SMSD)) and in coordination with relevant Units in the Country Office (CO), the Capacity Sharing Officer (Site Management and Site Development) will be responsible and accountable for contributing to the development, coordination, implementation and technical monitoring of capacity sharing and development related to IOM’s Site Management and Site Development (SMSD) & Communications with Communities (CwC) activities.

Core Functions / SayPro:

  1. Contribute to the development of and implement capacity building activities for the International Organization for Migration (IOM) staff, Implementing Partners, and Third-Party Contractors using existing global and contextualised Camp Coordination and Camp Management (CCCM) training material as well by coordinating the development of contextualized training modules.

  2. Provide technical support to the SMSD Sector in relation to capacity building, including technical and methodological input to the joint Sector-IOM-UNHCR Capacity Sharing Initiative (CSI).

  3. Facilitate the enhancement of community participation by supervising the implementation of the Women Participation Project (WPP) in close coordination with the Site Management Support (SMS), CwC and Site Development (SD) programmes.

  4. In close coordination with the SMSD Sector, provide technical inputs for the development of and supervise a set of activities, guidelines and documents aiming at contributing to the capacity of national authorities to manage camps and camp like settings through the CSI, including the office of the Refugee Relief and Repatriation Commissioner (RRRC), Camp-in-Charge (CiC) Officers and Police/Military Officers.

  5. Liaise with relevant national authorities (RRRC; District Commissioner office; Police; Fire Service and Civil Defence, etc.) and facilitate their timely information and appropriate involvement in relation to IOM’s partner selection and subsequent site management activities to help extend the support provided to IOM to its partners as needed to ensure efficient operations.

  6. Develop and maintain a tracking system for SMSD & CwC capacity building initiatives implemented by IOM in Bangladesh.

  7. Support the Programme Manager (SMSD) in producing regular analysis and coordinate relevant impact evaluation or other required assessments to support the mission’s learning. Prepare technical recommendations to assist in improving IOM’s SMSD & CwC programming accordingly.

  8. Compile good practices of IOM site management partners. Draft technical guidelines for both IOM implementing partners and Site Management Support Officers. Organize lessons learned and stock taking events as needed to disseminate this information.

  9. Contribute to IOM’s SMSD & CwC advocacy activities by participating in IOM’s partner advocacy efforts in line with IOM’s strategic objectives.

  10. Support the Programme Officer (SMSD) in the performance review of IOM’s Implementing Partners and evaluate the impact of IOM SMSD & CwC grants.

  11. Draft project revisions, including adjustments to ongoing project proposal and budgets based on changed work plans. Analyse progress and project implementation reports. Identify and document significant project events, decisions, problems or deviations with planned activities.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Political Science, Business or Public Administration

or a related field from an accredited academic institution with two years of relevant professional ; or

• University degree in the above fields with four years of relevant professional .

Experience

• Practical with international organizations, in development, implementation and evaluation, and/or programme implementation and management;

• Experience in Camp Coordination and Camp Management, relocation, cash for work, ES/NFI, and project management;

• Experience in humanitarian coordination and capacity development, trainings, coaching or shadowing to staff, implementing partners of Government counterparts essential;

• Experience working in community engagement, community development projects or working with community mobilization activities essential;

• Previous working in Bangladesh or Rohingya population is a plus.

Skills

• Demonstrated ability to supervise and manage operational staff in humanitarian crises.

• Excellent knowledge of the IOM project management cycle.

• Good knowledge of UN and bilateral donor programming.

• Proven high-level representation skills, such as speaking at meetings and providing situational analysis.

• Familiarity with different project cycle steps and donor relations.

• Ability to development and implement qualitative research projects in support of operational programming.

• Strong leadership, coordination, negotiation, mobilizing skills.

• Demonstrated commitment to ensuring community participation.

• Coordination and negotiation skills with a range of different stakeholders including local authorities, UN agencies, NGOs, Clusters/Sectors.

• Development of Standard Operating Procedures (SOPs) and guidelines around community engagement and community participation.

• Ability to write and speak clearly and concisely in English.

• Writing and reporting skills.

• Strong computer skills.

Languages

IOM’s official languages are English, French, and Spanish.
