UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. An unprecedented 68.5 million people around the world have been forced from home. Among them are nearly 25.4 million refugees, over half of whom are under the age of 18. Responding to the protection needs of children is a core component of UNHCR’s protection mandate.

Growing up while fleeing war or persecution, displaced youth aged 15-24 are often thrust into an uncertain world and may find themselves at increased risk of sexual and gender-based violence, forced recruitment, exploitation and detention. They can also become targets of xenophobia, harassment and discrimination. While working with, and for, youth, UNHCR works to protect forcibly displaced youth from abuse and exploitation, at the same time nurture their potential and support them as they restart their lives.

The Child Protection and Youth Unit CPYU sits within the Field Protection Service and provides technical support and guidance to field operations across humanitarian and refugee operations through developing policy, guidelines and tools, facilitating learning and development events, coordinate and work with colleagues and partners to enhance the prevention, mitigation and response strategies to protect children of concerns as well as strengthening youth engagement,

Organisational context

UNHCR delivers protection to children and young people of its concern by responding to their specific needs and protection risks they face. For child protection programmes to be effective, they must be supported by and integrated with UNHCR’s broader protection strategies and programmes, and they must be adapted to a displacement context. Therefore, this work requires specific expertise to design, develop and implement programmes and strategies that not only ensure individual children are protected, but that build a strong protective environment and system for children.

Since 2015, the Global Learning and Development Centre (GLDC), in close collaboration with the Child Protection and Youth Unit in the Division of International Protection (DIP), have seen the Child Protection Learning Programme (CPLP) as the primary modality to enhance staff learning in the field of child protection. The overall goal of the learning programme is to strengthen the technical skills of UNHCR staff working on child protection in the field.

The CPLP has been evolving since its roll-out in 2015, reaching a total of 199 UNHCR learners from various regions through the delivery of seven learning programmes. The CPLP consists of three distinct phases: a self-study phase; a five-day workshop, and a project phase.

In 2019, in line with a shift to better align career management processes with learning and to make learning more widely available for protection staff, the GLDC launched a series of on-line modules in different topic areas, including Child Protection and Youth. This substantive module is part of the Certification Programme on International Protection (CP-IP).

Further, based on feedback from both participants and facilitators of previous CPLPs, other child protection staff through interviews and a learning needs survey, as well as the evolving landscape of regionalization and a need to decentralize capacity building, it has been decided to dedicate resources in 2020 to developing an introductory Child Protection Training Pack to be rolled out in UNHCR regions and operations with a view to ensure basic Child Protection competencies are more widely available and accessible to all relevant UNHCR staff and partners.

The basis of the Basic Child Protection Training Pack is the set of training modules of the Child Protection Learning Programme workshop. However, these modules need to be redesigned, updated and further tailored to fit the current needs, including a clearer structure and more interactive activities. The Training Pack modules should be designed in such a way so as to allow trainers to pick and choose the sessions to deliver, depending on the audience, available time-frame, and learning needs.

The draft Basic Training Pack will be piloted as part of the Child Protection ‘ToT Plus’ Learning Programme that will take place starting from June 2020, where participants will be tasked with sharing feedback on the newly developed training modules as well as designing virtual sessions to accompany the face-to-face modules.

In late 2018, UNHCR provisionally released its Guidelines on Assessing and Determining the Best Interests of the Child (BIP Guidelines). To support the operationalization of the Guidelines, UNHCR, in collaboration with the International Rescue Committee, developed a companion training package on the Best interests Procedure for Case Workers. The training package aimed equipping them with skills and knowledge necessary to provide children of concern with quality Best Interests Procedure.

Since the provisional release of 2018 BIP Guidelines, UNHCR has been gathering feedback from the operations and partners on how the Guidelines can be further strengthened. Based on the extensive feedback received, UNHCR is currently finalizing the updated version, and this has called for the updating the Best Interests Procedure Training Package for case workers as well.

The position

UNHCR is seeking to hire a consultant to design a Basic Child Protection Training Pack, including a facilitator guide, based on UNHCR’s Child Protection Learning Programme (CPLP) and to update 2018 Best Interests Procedure Training Package for Case Workers.

The consultant will:

1. Draft a face-to-face Basic Child Protection Training Pack in consultation with the participants of the Child Protection ‘ToT Plus’ Learning Programme and based on the identified content. This includes:

2. Review of existing CPLP modules and other resources (e.g. policies, strategies, inter-agency training materials) .

3. Draft a set of face-to-face training modules for the Training Pack, including a Facilitator’s Guide, materials (handouts, PowerPoint presentations, case studies, etc.).

4. This includes a brief guidance on how to conduct remote training on Child Protection

5. Review of drafted modules in the Training Pack following feedback from the CP ToT Plus participants as well as results of the Practice and Testing Phase of the CP ToT Plus.

6. Finalization of face-to-face sessions and incorporation of finalized online sessions to accompany each module in the Training Pack, as developed by CP ToT Plus participants.

7. Assist the facilitation team with the Practice and Testing phase of the learning programme as follows:

8. Support the mentoring of the learners, if needed,

9. Observe and share feedback regarding the content and learning methodology of the sessions delivered by participants during the Practice & Testing phase of the programme:

i) Note down observations and recommendations about each session based on the delivery of the sessions during this phase; and

ii) Consolidate feedback given by the workshop facilitators about each of the sessions during this phase;

1. Finalize the Basic Child Protection Training Pack:

2. Present the final draft of the Training Pack (including the PowerPoint Presentations, facilitator guide, resource materials and handouts) to GLDC and CPYU/DIP at least two weeks prior to the end of the consultancy; and

3. Based on the feedback shared, revise and deliver the final version of the Training Pack.

4. Present a final report that will summarize the process of developing the Basic Child Protection Training Pack with the guidance about the most effective ways for its utilization and roll-out and with recommendations on what to include into a revamped CPLP – an advanced Child Protection Learning Programme.

5. Update the 2018 Best Interests Procedure training package for Case Workers, including other tasks deemed necessary to complete the updating process.

Should the changes affect the workload or the list and timelines for deliverables, these Terms of Reference, consultancy contract and project documentation will be amended.

Deliverables

Deliverable 1 by 8^th July 2020: Draft outline of the Basic Child Protection Training Pack and compilation of resources on new topics submitted to CPYU and GLDC. (estimated working days:6)

Deliverable 2 by 31^st July 2020: Draft Basic Child Protection Training Pack presented to CPYU and GLDC. (estimated working days: 20)

Deliverable 3 by 10^th September 2020: Final version of the updated Best Interests Procedure training package for Case Workers submitted to the CPYU. (estimated working days: 20)

Deliverable 4 by 16^th October 2020: Semi-final draft of the Basic Child Protection Training Pack, including consolidated report on the feedback received from the CP ToT Plus participants as well as observations of their practice sessions, presented to the CPYU and GLDC. (estimated working days:10)

Deliverable 5 by 30^th October 2020: Final Basic Child Protection Training Pack and Final report with key recommendations, including suggestions on what to include into an advanced Child Protection Learning Programme, presented to the CPYU and GLDC. (estimated working days: 5)

Essential minimum qualifications and professional required

Education:

· Basic university degree in International Law, Human Rights, International Development, International Relations, Political or Social Science;

Work Experience:

• Minimum 8 years of work in protection/child protection in refugee /humanitarian settings.
• Strong knowledge of international human rights and humanitarian law, particularly concerning protection of IDPs and refugees.
• Knowledge of and in training on child protection in humanitarian settings.
• Knowledge of instructional design principles and demonstrated with developing learning content targeting different audiences.
• Excellent written and spoken English.

Location

The successful candidate will be home-based.

Conditions

• This is task-based consultancy, with payment on a lumpsum payable in installments according to deliverables.

• Should there be a workshop, the consultancy could involve travelling to Budapest for 4 days, if situation allows.
