2- Presentation of the context **

2. 1 Organization background

Humanity & Inclusion (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict, and disaster. Our actions focus on the prevention of disabilities and the provision of support for people with disabilities, to respond to their essential needs, improve their living conditions and promote respect for their dignity and their fundamental rights.

2.2 Project Background

Early detection and early intervention have been proven to be effective at preventing lifelong disability or allowing children to achieve their greatest potential. Many relatively common types of congenital impairments such as congenital eye/ear malformations, club foot, cleft lip, cleft palate, hip dysplasia, etc., are relatively easily treatable if addressed early. The longer the condition or impairment is left untreated, the more likely it will have a significant impact on the child’s function and the quality of life of the child and their family.

Humanity & Inclusion (HI) in collaboration with a Cambodian steering committee of experts, including the Ministry of Health, the National Maternal and Child Health Center, the National Pediatric Hospital, the University of Health Sciences, Preah Ang Duong Hospital, and GIZ developed physical screening tools: newborn (0-28 days) and young children (1month- 5 years) in 2013. The tools are used to assess and determine whether the child needs a referral for further assessment for impairment. In addition, the tools have been included in the National Safe Motherhood Protocol (2016), the Minimum Package of Activities of the Ministry of Health (2018), and the guidelines for the implementation of antenatal care, delivery, and postnatal care packages (2019). To the implementation of the tools, training packages, including the Training of Trainer manual, physical screening tool protocols, and referral pathway guidelines have been developed and approved by the Ministry of Health in 2018.

HI implemented the Mother and Child Health project in Kampong Cham and Tboung Khmum provinces from 2018 until now. The project focused on professional skills strengthened and system strengthening. The project provided cascade training, from national master trainers to provincial/ district and ultimately all midwives and nurses at referral hospital and health center level on screening, early detection, and early intervention.

Regarding system strengthening, the project collaborated with the University of Health Sciences to review and update midwifery and nursing schools’ training curricula to include increased notions of early detection of impairments, screening, and early intervention, in line with the National Safe Motherhood Protocol and Minimum Package of Activities.

3- Presentation of the consultancy

3.1 Rationale

The Training of trainer manual on physical screening tools was designed to support the trainers for delivering the training to health staff since December 2018. It is time to review it according to the evolution of context and needs changing. For instance, the COVID-19 outbreak impacted the organizing of training in terms of objective, venues, duration, methodologies, and training materials.

3-2- Objective of the consultancy

· To identify suggestions and feedbacks on training provision in terms of objectives, duration, methodologies, and training materials.

· To collect good practices and lessons learned on training methodologies and materials of the training manual.

· To propose the revision of training manuals, including methodologies and materials, and consult with HI and key partners (National Pediatric Hospital and National Maternal and Child Health Center) to identify the best options.

· To review the training manual based on the analytical data and share it with HI and key partners for finalization.

3-3- Proposed Methodology

Qualitative methods will be used in the consultancy. Face-to-face or online data collection should be conducted according to target groups. The methods of data collection are proposed as the following:

· Desk-based review. All training reports on physical screening tools (from 2018 until 2021) are recommended to review.

· Focus group discussions with trainees should be conducted to identify suggestions and feedbacks on training provision.

· Key Information interview (KII) with trainers to collect good practices and lessons learned on training methodologies and materials of the training manual.

· Consultative meeting with key partners (National Pediatric Hospital and National Maternal and Child Health Center) to identify the best options.

· Ethic: Ensures and respects: protection & safety of participants & teams; participants’ referral, or at least basic support to ensuring adequate support in case of problems; informed consent of participants involving the duty to inform; data and information confidentiality; data valorization; expertise and comprehensive approach.

3-4- Proposed work plan

Activities:

  • Revise training manual and share the draft with HI, Timeline 17 Feb-18 Mar 2022**

  • Finalize training manual based on HI’s feedback, Timeline 25 Mar 2022**

  • Submit the final training manual and all deliverables, Timeline 30 Mar 2022**

3-5- Deliverables

By the end of the consultancy, the consultant is expected to submit the following deliverables documents:

  1. Brief key findings and recommendations of the consultancy in ppt and word files (English)

  2. Revised training manual in English

3-6- Budget plan

The maximum amount of the consultancy is 3,000.00 USD including the withholding tax.

The withholding tax will be applied as the following criteria:

· Cambodian resident registered at the General Department of Taxation (GDT) must provide their certificate of taxation and apply the 10% VAT.

· Cambodian residents not registered at the General Department of Taxation (GDT) must apply a withholding of 15% of the amount of their proposal.

· The non-Cambodian resident must apply according to the Cambodian Tax Law a withholding of 14% of the amount of the proposal.

4- Requested profile

The consultancy will be carried out by an individual or group of experts who has the following qualification and specification:

  • Medical background specialized in child health or early childhood development;
  • Expertise knowledge in the development of training of trainers;
  • Relevant experience in early detection and intervention, particularly training of trainers on physical screening tools;
  • Excellent report writing skills in English;
  • Fluent in Khmer would be beneficial.
