Position Title: Consultant – Organizational Alignment and Business Readiness (Business Transformation)

Context:

Project Context and Scope

IOM is undertaking a Business Transformation (BT) process, a priority driven by IOM’s Internal Governance Framework (IGF). IOM has undertaken a global review of its current support and administrative business requirements and Enterprise Resource Planning (ERP) based process flows to update its systems and establish a fit-for-future set of management methods, policies, controls, processes, and systems globally.

Organizational / Unit to which the Consultant is contributing:

The Consultant will need to work closely with the BT Business Team, Business Process Owners (BPOs), Internal Control Framework development team, solution implementors, and other members of the Organizational Alignment, Change Management and Training (OCMT) Team in order to define alignment needs, provide overall coordination among the parties to ensure policies are aligned with the future business methods and solutions, that the Internal Control Framework is accurately represented in the roles, privileges, controls and rules established in the solution(s), and support the OCMT Team in determining and tracking overall business readiness.

Reporting

Under the direct supervision of the Business Transformation (BT) Change Management Lead, the Consultant will be responsible for the overall Organizational Alignment (OA) and business readiness activities required to ensure an accurate solution and productive deployment of the future business methods and related solutions.

Core Functions / SayPro:

Tasks to be performed under this contract

1.Responsible for the results of Organizational Alignment and Business Readiness activities of the BT, covering the synchronization between the future solution and its relationship with the organization’s policies, internal control framework (ICF), and other related organizational matters related to overall business readiness to accept the future solution(s).

2.Develop, implement, manage, and monitor a business readiness approach, which leverages the existing Field Coordination Network (FCN) of 600+ IOM staff identified globally to support the project, and evolve that Network over time as needed to eventually touch all affected system users.

3.Coordinate change readiness activities into broader project plans with functional stream leads to ensure alignment.

4.With inputs from the BT Team and other project activities, document the prospective changes to policies, and plan, track, and manage the effort of policy owners to update policies (also known as Instructions) to be consistent with the future business methods and solutions synchronized with their future availability (i.e. some features might be launched before the final Q1 2024 Go-live).

5.With inputs from the BT Team and other project activities, identify the impacted procedures and technical instructions that the BT Streams will need to prepare with the Training and Support lead.

6.Lead the coordination of the effort to align the future solution’s (Oracle Cloud ERP) definition of Roles and Privileges, work with the of Human Resources (DHR) BPO to align Roles as much as possible with standardized Position Types, and with the BT Streams, Business and Integration Lead, and other SMEs as designated to ensure IOM’s Internal Control Framework is fully supported in the business processes of the future solution, including controls and related rules. This process shall include, among other steps: a. Description of the necessary roles (including new roles);

b. Mapping of roles to positions to support the new processes (position mapping);

c. Creation of a matrix to link positions to deployed business-specific jobs (to include current and new roles from current, new, and eliminated positions);

d. Transition matrix for people to positions and new jobs/roles; and,

e. Creation of recommended changes to the organizational chart, if required, to reflect the logical groupings of jobs and new reporting relationships.

7.Work with the OCMT Lead and ensure that all strategy and other critical changes have been captured and communicated to impacted stakeholders.

8.Work with the Process Area Stream Leads and ensure that all identified changes and other impacts to operations have been prepared accurately through updates to policies, procedures and technical instructions;

9.Work with the Solution Architect and Test Lead and ensure that Role/Position mapping requirements have been defined in test cases and are validated by users during test cycles as required, especially user acceptance testing.

10.Work with the Training Lead and ensure that key roles, privileges, and control workflows have been captured properly in the training materials, highlighting where key changes have occurred.

11.Perform such other duties as may be assigned.

Performance indicators for evaluation of results

a. Development of strong working relationships with the process area team and other related BT team members and contractors;

b. Overall increase in the process area team’s knowledge and mastery of the Oracle components directly serving and having integrations with the process area;

c. Smooth decision-making throughout the project lifecycle due to the consultant’s provision of expertise and support of solution options exploration and analysis.

Required Qualifications and Experience:

Education, and/or skills required

• Master’s degree in Human Resources, Business Administration, Social Sciences, or a related from an accredited academic institution with seven years of relevant professional ; or

• University degree in the above fields with nine years of relevant professional .

• Professional certification related to Human Resources and Change Management will be a distinct .

Experience

• Experience in project and change management at the international level, strongly preferred within the United Nations system;

• Experience working on business transformation and ERP projects for the responsibilities of this position, with a strong preference for Oracle ERP Cloud implementations.

Skills

• Knowledge of project management techniques, especially in a cloud-solutions setting;

• Advanced knowledge of Microsoft Office.

Languages

IOM’s official languages are English, French, and Spanish.

For this consultancy, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an .

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
