TITLE: Cash & Voucher Assistance Regional Capacity Strengthening Lead
TEAM/PROGRAMME: Programmes
LOCATION: Home Based -WCA time zone- deployed to Country offices.
GRADE: 3
CONTRACT LENGTH: 1 year (renewable)
ROLE PURPOSE:
The role will entail building on the collaborative initiatives and investments by Countries and Regional Senior leadership Teams and the Humanitarian Leadership Academy to strengthen institutional capacity for cash and voucher assistance.
SCOPE OF ROLE:
Reports to: WCA Cash and Resilience Technical Advisor, with added matrix management by WCA HLA Lead

KEY AREAS OF ACCOUNTABILITY:
- With the designated SMT members and CVA focal points, co-lead the development of capacity-strengthening plans including capacity needs assessment in Market based programming; recommendations on the direction for the CVA capacity strengthening component, training delivery, application of the competency framework and training follow up and monitoring.

Support the tailoring of SCI Cash mapping and preparedness guideline (including OCRT) s OCRT (Organisational Cash readiness to reflect SCI specificities, and support its roll-out in the different tiers of Country Offices as categorized in the Capacity building plan. Support technical advisors (Cash and technical sectors) and operation leads in the revision/contextualisation of existing market-based programming training materials, tools and guidelines adapted for different audiences and contexts.

With the designated cash technical advisor(s) and HTWG, take initiative and ensure peer to peer learning between countries, and document MBP capacity building plan implementation impact and lessons learnt

Support effective implementation and use of learning through implementing technical and operational guidelines and tools.

1dentify top talents, capacity gaps and facilitate opportunities for learning- Linking talent to our internal roster including other SCI talent structures.

Facilitate Cross-Country Office learning; identify creative ways to share learning, best practices, and collectively address challenges

Bridge the Global – Country divide by supporting technical experts to apply best practices and contextualise global/ National internal and external guidance’s, learning and evidence and ensure that learning from COs informs our regional evidence, technical standards, and strategic direction in Cash & Voucher Assistance

Support Emergency preparedness, recovery, and where appropriate response, including country office capability building for humanitarian response, emergency preparedness planning.

Support CO in building their capacity to deliver on CVA preparedness workplans (minimum + advanced actions) in priority identified countries including FWAs, RACI, Feasibility and risk assessment, SOP etc.. And ensure that learning and gaps in the tools are captured and communicated back.

Reinforce capacity in designing quality proposal

Collaborate with different internal and external stakeholders on developing adapted CVA training materials and tools targeted to a variety of target audiences based on the needs and gaps identified.

Co- facilitate the regional and Country learning events on CVA including CVA COP Community of Practice along with the Cash and resilience advisor.

Carry out the responsibilities of the role in a way that reflects Save the Children’s commitment to safeguarding children in accordance with the Child Safeguarding Policy
QUALIFICATIONS AND EXPERIENCE
Essential Technical Skills
- Technically experienced in Cash & Voucher Assistance (CVA), through policy and practice
- Proven experience in developing detailed plans for training / skills development, including identification of detailed cost structures and required support structures
- Proven experience in delivering CVA training
- Experience in using mixed modalities for capacity strengtheningExperience in developing new capacity strengthening programmes, including overseeing writing of content
- A good understanding of monitoring and evaluating approaches and methodologies
- Knowledge and direct experience of people development approaches and excellent facilitation and training skills
- Strong report writing skills and research experience related to the use of cash-based programming.
- Field experience in a humanitarian programme and broad understanding of humanitarian issues, international relations and the international humanitarian system- preferably in West & Central Africa
- Relevant CaLP trainer qualification
- Fluency in the French language and capacity to speak, write and read it.
- Fluency in the English language and capacity to speak, write and read it.
- Capacity and willingness to deploy to country-offices across West & Central Africa, sometimes at short notice.
- Experience in backstopping technical experts
