About the role Background Crown Agents is preparing to bid for the anticipated Gavi-supported Provision of Technical Assistance for the Malaria Vaccine Programme planning and implementation in countries with moderate to high malaria transmission and is currently seeking a Team Leader who will provide strategic, technical, and managerial oversight of the programme. Following the WHO recommendation for wider scale use of the first-ever licensed malaria vaccine in Gavi eligible countries with moderate to high malaria transmissions, Gavi is launching Technical Assistance (TA) for programme planning and implementation. Ministries of Health in the respective countries are expected to drive the planning and implementation of the malaria vaccine programme including establishing a malaria vaccine technical working group (TWG) or other appropriate group, and a cross-programmatic coordination structure. The TA will focus on subnational introduction planning and preparation, planning and implementation of social mobilisation activities, monitoring, and supportive supervision of implementation, and documentation of lessons learned. Crown Agents is looking to provide TA support across eight selected countries: Ethiopia, Ghana, Kenya, Mozambique, Nigeria, Sierra Leone, South Sudan, and Zimbabwe. Position Summary: Based from the Crown Agent’s country office but co-located within the national Ministry of Health, the Malaria EPI Specialist is responsible for the coordination and delivery of the TA support to the Ministry of Health per the agreed costed workplan. He/She will lead all activities in country including coordinating technical support from the Crown Agents regional technical team, and consultants providing specific inputs. He/She will be the primary point of contact for the Ministry of Health and will ensure that the workplan is delivered accordingly. Responsibilities: Stakeholder coordination • Liaise with the EPI programme and the National Malaria Control Programme on implementation deliverables • Support the formation and actively participate in the malaria vaccine TWG • Coordinate work schedules of inputs from regional technical team and consultants • Establish and maintain effective, trust-based relationship and dialogue with key programme representatives from Gavi • Represent Crown Agents at with stakeholders in meetings and other forums as needed Technical leadership Work in close collaboration with the regional technical team and consultants to deliver the required technical assistance to the MOH. Provide first line quality assurance of technical products developed in-country e.g., training packages, RCCE materials, research results Programme Management Ensure deliverables are produced on time and to the highest quality. This will include coordinating inputs of the programme team to meet key stakeholder requirements. Supervise the onboarding of consultants Ensure strong risk management, risks are mitigated and escalated as needed About you Person Specification: To succeed in this role, you will have: At least 7 years experience working in the international development/global health Strong proven technical expertise in the field of routine immunisation programming Preferred experience in the launch of a new vaccine in country immunisation programmes Excellent people management skills, managing and coordinating teams within a matrix organisation and based in multiple locations.
