Gender and GBV Technical Adviser

ROLE PURPOSE:

To support Ukraine CO to adhere to gender and GBV international standards and best practices, to ensure women and girls have equal access to, benefit from, and influence over, our programmes and that our programmes prevent, mitigate – and respond to – gender-based violence (GBV).

Reports to: Programme Quality and Development Director

KEY AREAS OF ACCOUNTABILITY:

General Programme Support:

  • Conduct rapid gender assessment and situational analysis and GBV safety audit and assessment, and provide technical gender and GBV guidance on joint assessments to ensure these reflect the needs of diverse women and girls and is in line with international standards, listen directly to women, girls, boys and LGBTQ+ community their specific perspectives are being systematically captured.
  • Produce and share assessment report to guide program development and implementation. Conduct a rapid internal Gender Audit and provide guidance to ensure resources, capacity and commitment to advance gender equality
  • Develop a response-wide Gender and GBV strategy, Action Plan and budget and present key findings and recommendations from the Gender and GBV Action Plan to leadership
  • Identify opportunities for targeted Gender Equality and GBV interventions
  • Develop child and gender-sensitive communication messages about GBV risks and Protection from Sexual Exploitation and Abuse, and provide information about the available reporting mechanisms
  • Identify and act to mitigate key GBV risks in programmes, operations, and programme areas, looking for groups that may be at higher risk (e.g. adolescent girls, disabled children, children without appropriate care)
  • Identify and ensure integration of gender and GBV with other programme sectors, ensuring that gender and GBV issues are raised and addressed in real-time – e.g. in the Mobile Health Unit, CFS’s and Adolescent and girl Friendly Spaces, and schools
  • Organize and deliver gender and GBV trainings to existing and new staff as required (including GBV Guiding Principles for safe and ethical referrals)
  • Facilitate a response-wide training on gender equality (including on the Humanitarian Gender Equality Marker and the Humanitarian Gender and GBV Minimum Actions)
  • Conduct short training sessions for each sector on the IASC Gender Handbook (which supports gender mainstreaming)
  • Represent SC at GBV sub-WG/sub-cluster to identify gaps and opportunities and proactively feed in the work of the sub cluster by sharing SC and work
  • Identify existing formal and informal networks for women, adolescent girls’ and LGBTQ+; and identify possible opportunities for collaboration
  • Provide expertise to funding proposals, ensuring that proposals include an amount for gender and GBV mainstreaming (e.g. cost of printed materials, set up of complaints mechanisms in a large programme)
  • Train partners on gender equality and map feminist and women’s rights organisations for future engagement
  • Support HR to recruit, retain and promote women employees to ensure a gender balance amongst staff

Assessments and Monitoring:

  • Review MEAL tools to integrate gender equality perspective
  • Adapt Safety Audit tool and train staff on its use: to systematically collect data on risks and mitigating measures
  • Develop accessible and trusted reporting mechanisms based on feedback from communities

Capacity Building:

  • Identify capacity gaps and conduct training and awareness raising activities for operations and programme technical staff regarding Gender priorities, quality standards and Gender related tools and guidelines;

Representation & Advocacy:

  • Ensure that SC’s work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of children.
  • Consult GBV sub-WG/sub-cluster to identify gaps and opportunities

QUALIFICATIONS AND EXPERIENCE

Essential

  • 5+ years s of working in technical Gender and GBV role
  • Previous humanitarian response ideally in a rapid onset
  • Demonstrated ability to design and establish safeguarding systems in emergencies
  • Demonstrated of mainstreaming gender and GBV issues in a humanitarian response
  • Demonstrated conducting rapid needs assessments and designing technically-sound GBV programs to respond to identified needs on the ground.
  • Strong grounding in the principles of gender equality, gender equity, and intersectionality and ability to apply this in practice to the work
  • Demonstrated high level of emergency technical expertise within gender and GBV, including knowledge and understanding of the latest standards and best practices among international humanitarian and emergency actors.
  • Strong skills in collecting, analysing, interpreting and encouraging the use of both qualitative and quantitative data.
  • Proven ability in using data and analysis to influence programmatic change.
  • Proven capacity to build capacity of staff
  • Experience of working through systems of community participation and accountability, including training staff in relevant approaches
  • A high level of written and spoken English and local language, including an ability to write clear and well-argued reports.
  • Excellent communication, influencing and presentation skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Desirable

  • Experience of using child-friendly participatory methodologies
  • Experience in “Communicating with Communities”
  • Experience in data collection through technology (e.g. KoBo Toolbox)
  • Experience in statistical and qualitative analysis software e.g. NVivo and SPSS
  • Ukraine and Russian language
