Background

USAID/FHI 360 Active Communities (Jigerduu Jarandar) Project (JJ) in Kyrgyzstan is currently recruiting for the position of a short-term consultant to facilitate the workshop for selected organizations within GBV Survivors Pathways Initiative aimed at supporting crisis centers across the country and improving holistic provision of psychological-social and legal services for victims of GBV and domestic violence (DV).

JJ’s goal is to advance public interests through support for community-led civic engagement linked to networks of regional and national civil society leadership. A central part of JJ’s GBV work focuses on Crisis Centers in the Kyrgyz Republic. Crisis Centers have provided varying levels of services for GBV survivors during the past two decades. In August 2021, representatives of Crisis Centers met with JJ and representatives of the Enterprise Competitiveness Project (ECP) to share their analysis of continuing challenges as well as opportunities. This includes the need to break the cycle of violence in which, lacking adequate resources, confidence, and support, women are forced back into situations of vulnerability. Legal and psychosocial support should also be accompanied by economic empowerment, which is the intended role of the ECP collaboration. The innovative collaboration between civil society (via JJ) and economic empowerment (via ECP) aims to prevent GBV/DV, address root causes, and provide survivors with legal and psychosocial support. This initiative will do so by contributing to more sustainable and high-quality services for survivors of GBV/DV, including support for pathways of economic empowerment for survivors.

In January 2022 11 sub-awardees (CSOs and Crisis Centers from all parts of the country) were selected as per the requirements illustrated in the Request for Applications (RFA). The RFA includes the following areas of intervention:

Area 1: Strengthened law and policy environment in the area of prevention and protection from GBV, including national laws, policies with regards to government’s financial support to the sector, national standards of service provision, improvement of cooperation mechanisms between state and civil society at the national and local levels, and improvement of the referral mechanism.

Area 2: Improve quality of psychosocial and legal service provision for GBV/DV survivors. Increasing capacity of crisis centers, public lawyers and other government and CSO actors to provide high-quality psychosocial and legal services to survivors of GBV, including improvement of GBV survivors’ access to psychosocial and legal services.

Area 3: Provide direct support to survivors of GBV/DV and their children. Provide safe spaces,

social/psycho-social and legal support and access to service points (medical, legal, law

enforcement).

Area 4: Improved access to information about GBV issues and available resources for GBV survivors and communities.

Scope of Work

The short-term consultant/s will report directly to the JJ project GESI Coordinator. The consultant/s will facilitate the training for selected 11 civil society organizations (CSOs) within GBV Survivor Pathways Initiative and will provide short-term expert support in capacity building of 11 sub-awardees to improve quality of psychosocial services provided for GBV survivors. The training will help CSOs to properly provision of support and navigation for selected Crisis Centers within Area 2. Capacity building for CCs, Area 3. Direct support for GBVDV survivors and their children, and Area 4. Improved access to information about GBV issues and available resources for GBV survivors and communities.

The training and mentorship program provided by the internal consultant/s will help to CCs/CSOs will help them to properly set the project goal, objectives, and activities for achieving expected results by selecting relevant areas of intervention which will contribute to more sustainable and high-quality services of the crisis centers for GBV and DV survivors. In order to successfully implement projects, the consultant will advise on strengthening linkages between the projects and collaboration with the state authorities.

· Review JJ/ECP documentation within GBV Survivor Pathways Initiative (concept paper, outline strategy, and mapping of CCs under the initiative etc.).

· Co-develop agenda, presentation, and materials for provision of support and navigation for selected Crisis Centers within Area 2. Improve quality of psychosocial and legal service provision

for GBV/DV survivors, Area 3. Direct support for GBVDV survivors and their children, and Area 4. Improved access to information about GBV issues and available resources for GBV survivors and communities.

· Co-facilitate kick-off workshop (session 1.5 hours) for selected sub-grantees to introduce the psychosocial support program that will be led by an international consultant/s.

· Facilitate 4-day offline workshoptraining to selected 11 Crisis Centers/CSOs to improve quality of services provided for GBV survivors

Ø Area 2. Increasing capacity of crisis centers, public lawyers and other government and CSO actors to provide high-quality psychosocial and legal services to survivors of GBV, including improvement of GBV survivors’ access to psychosocial and legal services

  • conduct a workshop on 1. Support group for women victims of violence (peer-to-peer support groups); 2. Social rehabilitation for adult victims of violence; 3. Taking care of ourselves: tools and set of resilience-skills especial to tackle burn out and second victimization. 4. Correction program. 5. Co-design of the mentorship program goals and objectives; 6. Fundraising and volunteering; 7. GBVDV prevention programs.

Ø Area 3. Provide direct support to survivors of GBV/DV and their children. Provide safe spaces, social/psycho-social and legal support and access to service points

  • facilitate discussion on victim-centered approach and do no harm principles, understanding pros and cons of mediation, understanding conflict, needs assessment of crisis centershelter clients and level of satisfaction with provided services

Ø Area 4. Improved access to information about GBV issues and available resources for GBV/DV survivors and communities

  • conduct presentation and discussion with the subgrantees to include the overall overview, key recommendations for improvements of coordination:

· Share experience about information campaigns against GBVDV and on raising awareness on available resources

· Discuss challenges and opportunities for building joint platform for crisis centers

· Discuss collaboration and coordination of joint information campaign (co-design)

· Provide expert and advisory support through individual consultations to 10 crisis centers/CSOs based on needs assessment results (part of mentorship program).

· Provide access to publicationsmanuals on GBV/DV.

· Prepare a narrative report on the results of implemented activities

Location of Work: Bishkek, Kyrgyzstan (offline and online mode)

Travel: Approximately 7 days of travel

Qualifications

· Bachelor’s degree or equivalent in social work, psychology, gender studies, human rights or other related field. Master’s degree is an asset.

· Minimum 5 years of relevant professional experience in the area of gender equality and social inclusion, GBV prevention and response through crisis centers, non-governmental organizations, public authorities or international development organizations.

· Extensive experience in developing and facilitating trainings and training modules on gender, social inclusion and GBV issues.

· Practical experience on working with survivors of GBV/DV is an asset.

· Extensive knowledge on gender, social inclusion, human rights, GBV core concepts, survivor-centered and first psychological aid approaches, do no harm principle.

· Demonstrated sensitivity, discretion, tact, and courtesy are essential.

· Excellent presentation, communication, and training skills.

· Fluency Russian and English. **

Evaluation Criteria: Proposals will be evaluated in accordance with the following criteria:

· Education in social work, psychology, gender studies, human rights or other related field – maximum 10 points;

· Professional experience in the area of gender equality and social inclusion, GBV prevention and response through crisis centers, non-governmental organizations, public authorities or international development organizations – maximum 30 points;

· Experience in developing and facilitating trainings and training modules on gender, social inclusion and GBV issues – maximum 30 points;

· Knowledge on gender, social inclusion, human rights, GBV core concepts, survivor-centered and first psychological aid approaches, do no harm principle – maximum 30 points.
