 Position Title: Humanitarian Policy Support Officer Duty Station: Geneva, Switzerland Classification: Professional Staff, Grade P2 Type of Appointment: Fixed term, one year with possibility of extension Estimated Start Date: As soon as possible Closing Date: 20 September 2022 Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: At IOM Headquarters, under the Office of the Director, Department of Operations and Emergencies (DOE), the Humanitarian Partners/Inter-Agency Coordination Unit positions IOM as key humanitarian actor in the Inter-Agency Standing Committee (IASC) and its subsidiary bodies. The Unit supports effective protection-focused and continuum-based approaches and principled, predictable, and comprehensive responses through the promotion of adherence to humanitarian principles, system wide-standards, approaches and tools across IOM’s crisis-related and humanitarian operations; capacity building and promotion of IOM’s institutional humanitarian policy and support to principled humanitarian access; and coordination of the organization’s inputs to new modalities, including for humanitarian financing or localization of humanitarian action. The Unit contributes to more predictable and focused partnerships and a strengthened humanitarian system through addressing crisis mobility and collective outcomes by facilitating consultation with humanitarian NGO consortia and other civil society actors and supporting humanitarian partnership and bilateral strategic consultations and agreements with UN partners. The position serves a cross-cutting function and supports the Organization’s effort to put IOM’s adopted policies and operational guidance coherently into effect with the objective to attain humanitarian policy and program goals. Under the overall supervision of the Director, Department of Operations and Emergencies (DOE) and direct supervision of the Senior Humanitarian Policy Advisor, the Humanitarian Policy Support Officer will support the continuous promotion and operationalization of IOM’s institutional humanitarian policy and related frameworks, operational guidance, and tools, including on humanitarian access, as well as the policy commitment to principled partnerships including through support to annual consultations with key NGO partners and to strategic engagement with the IASC. Core Functions / Responsibilities: Support continuous dissemination, awareness raising and capacity building efforts, to strengthen knowledge of and adherence to, IOM’s Humanitarian Policy. Support the enhancement of an organization-wide understanding of IOM’s comprehensive and principled crisis response, the Organization’s humanitarian role, and IOM’s global humanitarian commitments. Conduct desk top reviews to capture good practice in principled humanitarian action. Review and provide inputs on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance. Support the production and dissemination of tailor-made knowledge products, training and capacity building materials, thematic guidance, Standard Operating Procedures (SOPs), policy and strategic documents in thematic areas including humanitarian access and coverage, remote management, HDPN, and localization. Support the enhancement of IOM’s ability to mitigate humanitarian access constraints and manage access challenges, in particular, provide ongoing support to the development of guidance, communities of practice, and partnerships related to principled humanitarian access. Assist the Senior Humanitarian Policy Advisor to strategically engage with the Inter AgencySteering Committee (IASC), engage in related processes, particularly those relating to IASC Task Force addressing Counter Terrorism/Bureaucratic and Administrative Impediments. Support the conceptualization of DOE’s annual IOM-NGO Humanitarian Consultations (which alternate between HQs and the field), prepare and manage all logistical arrangements, and support IOM’s follow-up with the humanitarian NGO community on agreed action points from the Consultations. Prepare inputs to the preparation of various written reports, documents and communications,e.g. drafts sections of internal and external reports, background papers, policy notes, presentations, news desk articles, correspondence, etc. Participate in working groups, meetings, conferences, consultations with other agencies and partners on humanitarian matters as appropriate. Draft website updates and communications material on IOM’s humanitarian policy commitments as required. Perform such other duties as may be assigned. Required Qualifications and Experience: Education Master’s degree in Political or Social Sciences, Political Geography, Economics, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or, University degree in the above fields with four years of relevant professional experience. Experience Experience in the field of migration issues including operational and field experience, IOM project development, and management; Experience in liaising with governmental authorities, other national/ international institution and NGOs. Skills Good knowledge of the humanitarian system, including global humanitarian architecture, policy trends and major existing and emerging actors in the humanitarian field; Good knowledge and understanding of current humanitarian issues, including a strong understanding of how to apply humanitarian principles in practice; Demonstrated analytical skills; Knowledge of monitoring and evaluation. Excellent written and oral communications skills; Highly organized; Computer literacy, especially database tools; Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; Proven ability to produce quality work accurately and concisely per set deadlines; Capacity to multi-task, prioritize and work independently; A proven self-starter, with an evidenced ability to work autonomously and under time pressure. Languages IOM’s official languages are English, French, and Spanish. External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese). For all applicants, fluency in English is required (oral and written). Working knowledge of French, Arabic and/or Spanish is an advantage.
