Context:

Almost eight years after the onset of the crisis in eastern Ukraine, the level of intensity across the entirety of country has escalated. With violence now spread country-wide, internal displacement has reached approximately 6.5 million people since 24th February, and this will undoubtably rise as fighting continues to intensify, including targeting of civilian and residential infrastructure. New waves of rrefugees and Third Country Nationals (TCNs) displacement and the deteriorating living conditions of the most vulnerable will continue to exacerbate in the current context.

Under the overall supervision of the Migration Emergency Coordinator for Ukraine and the direct supervision of the Regional Migration Data and Research Officer, the Information Management and Geographic Information Systems (GIS) Officer (DTM) will be responsible for supporting aspects of reporting on the implementation of displacement tracking and GIS within the Displacement Tracking and Monitoring (DTM) Unit, as well as for other activities or projects which may develop.

Core Functions / SayPro:

  1. Contribute to the methodological and technical aspects of DTM activities, including software and system development, data and database management, technical partnerships, and relevant capacity building or training programmes.

  2. Visualize and map data whilst assuring data consistency utilizing appropriate GIS/mapping tools and products.

  3. Support the International Organization for Migration (IOM) Geo Portal, and implementation of GIS databases, applications, and production systems; perform basic and advanced processing tasks using ArcGIS tools for web GIS.

  4. Ensure compliance with guidelines, standards, templates, and metadata for IOM data collection and the IOM Geo Portal- internal and external content. Remotely assist IOM missions to comply with guidelines for web GIS geoportal.

  5. Provide input for geographic data and administrative divisions for various IOM databases for tracking population movements and displacement locations.

  6. Contribute to the data collection processes, query, analysis and the overall data management activities to facilitate the application of common spatial data standards and structures and proper management of data throughout the data management cycle.

  7. Manage content on DTM internal and external platforms for data, information, and knowledge sharing and dissemination purposes.

  8. Assist in developing publishing materials and presentations, various data visualization formats including maps, statistics, online materials and info sheets and in providing technical support related to data presentation needs on various written outputs (e.g. papers, analysis, sections of reports and studies, inputs to publications, etc.).

  9. Contribute to regular reporting and dissemination of information gathered through the DTM tools in countries affected by the Ukrainian crisis and ensure smooth sharing of incoming information internally and externally.

  10. Maintain effective working relationships with relevant partners and stakeholders on technical activities and discuss, inform and explore potential development and other initiatives in relation to the implementation of DTM programmes and projects at country, regional and sub-regional levels.

  11. Check that data collection and analysis activities performed under the DTM programmes are in line with the IOM Data Protection Principles and Guidelines.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management, or a related field from an accredited academic institution with two years of relevant professional ; or,

• University degree in the above fields with four years of relevant professional .

Experience

• Advanced in humanitarian emergencies;

• Experience in the development and implementation of the Displacement Tracking Matrix

(DTM) or similar assessment and information management activities;

• Proven in producing high quality multi-country GIS outputs in humanitarian context; and,

• Experience in coordinating activities at global, regional and/or cross-regional level is an asset.

Skills

• Excellent communication skills: capable to share ideas and explain results to all levels of the Organization and stakeholders

• Proficiency in at least two of the following: Microsoft Office (Word, Excel, PowerPoint, Publisher, PowerBi), statistical software (Stata, SAS, R, SPSS), Adobe Creative Suite (Illustrator, Photoshop, InDesign);

• Proficiency of ArcGIS tools (good working knowledge of spatial analyst tool), Arc Map, ArcGIS Online is mandatory;

• Experience in Database Information Systems development (SQL or Oracle), preferably in support of assessment and data collection system is considered as an asset.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
