Description

The USAID-funded Clean Cities Blue Ocean project in the USA, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Junior CD&G Advisor. This position will be located in Makassar, Indonesia.

The CCBO activity is a five-year initiative of USAID which will serve as USAID’s flagship program to target ocean plastics directly at their source in cities and towns. The project works to prevent ocean plastic pollution by building capacity and commitment for Reducing, Reusing, and Recycling (3Rs) and solid waste management (SWM) in urban and peri-urban settings, particularly in riverine and coastal areas. CCBO works with multiple USAID missions on country-specific implementation of national and local activities, and with USAID/Washington on global-level activities.

The Jr. CD&G Advisor is required to contribute to the USAID CCBO activity implementation. This includes assisting the performance of USAID CCBO technical activity in Makassar related to Solid waste Capacity Index for Local Government (SCIL), helping the data collection and data analysis of solid waste management policy and/or regulation, law enforcement, gender mainstreaming gap, and additional data related to solid waste management. The Jr. CD&G Advisor is also expected to support preparatory documents and the organization of the planned workshop or meetings. The position holder will be supervised by the Capacity Development and Governance Manager and the Solid Waste Specialist.

Responsibilities:

*Assist the implementation of Solid waste Capacity Index for Local government (SCIL) assessment;

*Assist the local government in ensuring the documentation of supporting documents required by the SCIL assessment;

* Conduct research and analysis on the gap of solid waste policy and regulation, law enforcement, and gender mainstreaming in Makassar;

* Perform other duties as required.

Qualifications:

* A university degree is required (advance degree Master’s degree equivalent is preferred) in government, environmental science, management/administration, city planning, international development, or related fields.

* At least 3-4 years of work experience applicable to the assignment is required, including working on solid waste management and 3Rs, and/or analysis of related data, both at the national and/or international level;

* Proven record of working experience in drafting reports, organizing events delivering presentations; experience producing training material;

* Proven communication, conflict resolution, facilitation and decision-making skills.

* Flexible approach for working individually and in a dynamic environment with multiple stakeholders.

* Fluent in English.

* Previous professional experience with USAID is preferred;

* General IT competence and command of main office software programs;

* Experience using quantitative and qualitative analysis software (e.g. SPSS, NVivo);

* Ability to work in a multi-cultural environment and a strong team working capacity;

* Work in Makassar.
