Job Overview:
The International Rescue Committee (IRC) is one of the leading providers of high-quality programming for refugees resettling to the United States. Switchboard is a one-stop resource hub for refugee service providers in the United States, supported by the Office of Refugee Resettlement (ORR) and implemented by the IRC in partnership with Lutheran Immigration and Refugee Service (LIRS). Switchboard is seeking a Program Officer for Instructional Design. Switchboard provides training and capacity-building services to ORR-funded refugee service providers in the United States, including resettlement agencies and affiliates, state agencies, ethnic community-based organizations, and others. The Program Officer for Instructional Design will be responsible for ensuring high quality instructional design across Switchboard’s capacity-building initiatives, including online training, self-paced courses, communities of practice, and learning resources such as videos, information guides, toolkits, etc. This position is remote and may be located anywhere in the United States.
Major Responsibilities:
Instructional Design
- Ensure high quality instructional design across trainings and learning resources developed by Switchboard’s internal and external subject matter experts; provide guidance and review of instructional design across all materials
- Research and recommend innovative training and instructional design practices that Switchboard should incorporate
· Ensure that client perspectives and practitioner knowledge inform Switchboard’s trainings and learning resources
- Develop and lead implementation of strategy for updating and/or maintaining previously developed Switchboard learning resources
· With support from Administrative Coordinator, serve as producer on Switchboard events in Zoom Meeting and Zoom Webinar
- Champion a culture of learning and continuous improvement in Switchboard’s approach to instructional design; identify relevant professional development opportunities for Switchboard team
Project Management and M&E
- Contribute to needs assessment process to ensure instructional design best practices are incorporated into Switchboard’s annual workplan

Analyze feedback and evaluation data from Switchboard’s TTA participants with a focus on instructional design improvements

Provide input into Switchboard reports, including monthly activity updates and semi-annual Performance Progress Reports.

Job Requirements:
· Bachelor’s Degree in instructional design, education, or other relevant field (or equivalent experience)
· Minimum four years of experience developing and implementing training, technical assistance, capacity-building, or education programs
· Experience developing innovative virtual multimedia trainings, such as webinars, online courses, self-paced e-learning, etc.
· Experience contributing to project M&E (data collection, management, and reporting)
· Familiarity with and commitment to data-driven, evidence-based programming
· Excellent written and oral communication skills, with evidence of ability to build capacity of staff at multiple levels
· Ability to effectively manage complex projects with strict timelines
Preferred Experience & Skills:
- Graduate degree in relevant field (or equivalent experience)

Familiarity with relevant Office of Refugee Resettlement (ORR)-funded programs

Experience engaging with external subject matter experts and/or consultants
Working Environment: Standard office and/or remote working environment. This role may require working remotely full or part time and part time remote employees may be required to share workspace.
