Description of Position: The incumbent will undertake the following duties and responsibilities:
● Serves as an agency-wide resource on the monitoring, evaluation, and learning methods and
techniques for assessing effectiveness and efficiency of resilience and food security programs.
● Advises on and contributes to the development and implementation of evaluations, indicators,
surveys, measurement approaches, and learning practices, including assisting with procurement of
awards to perform these tasks.
● Serves on RFS Country Support Teams, providing support to Missions to develop and implement
approaches to monitor, evaluate, analyze, and adapt resilience and food security programs.
● Promotes linkages between agricultural-led growth, resilience, nutrition and water security,
sanitation and hygiene and integrates cross-cutting issues such as local ownership, gender, youth,
digital solutions, and natural resource management into monitoring and evaluation approaches.
● Analyzes quantitative and qualitative data, assessing program performance, discerning lessons
learned, and making recommendations for improved outcomes.
● Synthesizes evidence and best practices into written and oral learning products, including training
materials, to build capabilities of Agency staff and partners.
● Contributes to answering key questions in analytic and learning agendas, through designing,
managing, and disseminating findings from analyses, research, and/or evaluations.
● Reviews, advises on, manages and conducts complex analyses and evaluations in support of
resilience and food security programs, systems, and processes, including areas where definitions,
methods, and/or data are incomplete, controversial, or uncertain.
● Leads the design, procurement, management, and dissemination of external performance or
impact evaluations and other analyses to answer key questions relevant to the programs overseen
by RFS.
● Guides and reviews USG mission investment strategy and impact evaluation agenda for
performance validation and learning, sharing of impact evaluation results.
● Performs other duties as assigned.
