Senior Program Manager Shelter / NFI

ROLE PURPOSE:

The Senior Shelter/NFI Program Manager (PM) will be responsible for all aspects of project cycle management for Shelter/ NFI program- involved primarily in programme start-up and implementation, but also ensuring quality, integration, and delivery that is consistent with Save the Children programming principles and approaches, international sector standards and compliance with donor compliance regulations. The PM may also represent Save the Children with local authorities, partner organizations, and other agencies.

The role is specifically oriented towards the field management of emergency distributions of household items and shelter materials, ensuring safe sheltering environment in the Transitional and Collective Centres, and integrated support through Cash and Voucher modalities when appropriate, and Proper implementation of the Shelter rehabilitation efforts of Save the Children

SCOPE OF THE ROLE:

Reports to: Field Manager or DTL Ops

Staff reporting to this post: Up to $10M USD

Budget SayPro: Program/Project Managers, Officers and Assistants, other staff as assigned

KEY AREAS OF ACCOUNTABILITY:

Programme Start-up

  • Lead program start-up and kick-off, including rapid staff hiring and induction, procurement and implementation planning, and partner identification if required of multiple projects within a sector, possibly across multiple project sites.

Programme Design, Management and Implementation

  • Scale up sector response, managing multiple grants across the sector, ensuring that projects and reports are delivered according to SC and donor contractual requirements, within the agreed timescale and budget and with risks identified and appropriately mitigated.
  • Support Shelter TA to develop strategy, scope and range of the shelter and NFI programme for SC in alignment with Shelter Cluster, including geographical and technical areas of work in consultation with the other active sectors of SC
  • Support needs assessment for beneficiary immediate needs, Collective Centre /Transitional Centre facility assessment and provide design guidance as to infrastructure rehabilitation to ensure safe shelter
  • Ensure harmonised shelter and NFI support within the interagency-Cluster level response, to households including cash or relief items, kits and tools based on beneficiary/partner consultations and with guidance from programme logistics support
  • Ensure effective targeting of response to education, health and collective centres to ensure the technical quality of any repair, reconstruction or improvements planned, in accordance with SCI Construction Policy and Standards
  • Ensure programmes accountability through implementation of SC policies and procedures and reporting in line with SC and donor requirements including programme quality monitoring and evaluation
  • Provide oversight for the distribution of programme materials including the set-up process for distribution sites, ensuring that distributions are carried out in a timely and efficient manner and that the sites selected for distribution are safe and accessible for the beneficiaries, included the ones at risk of exclusion (gender equality, lactating and pregnant women, children headed-household, persons with disabilities, etc.).
  • Ensure integration of essential non-technical shelter component not limited to Gender & Disability inclusion, MHPSS, Fire mitigation, and other components seen relevants
  • Oversee monthly monitoring and reporting on all award management aspects: phased budget and actual expenses analysis, work-plan progress and updating, procurement plan revision, data collection and analysis and monitoring of indicators.
  • Work with the relevant sector TA to ensure program quality, integration and ensure adherence to humanitarian sector standards.
  • Working closely with the Monitoring & Evaluation team put in place a sector MEAL plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
  • Identify programme supply needs and coordinate with the supply chain team to put in place a sensible phased procurement plan and ensure delivery of quality program inputs.
  • Develop and maintain efficient and effective operating systems, ensuring proper coordination with support functions.
  • Ensure effective guidance and support is provided to partners, and that proper workplans are in place and regularly monitored.
  • Contribute to proposals, sector response plans, master budgets and to Save the Children’s overall response strategy.
  • Line manage project staff, ensuring clear objectives are in place and staff performance is managed effectively.
  • Uphold and put in place safeguarding framework (CSG, PSEA, anti-bullying and harassment) within their team.

Ensure health and safety of the broader Shelter team, through respect of any programme security policies developed or in place

Capacity Building:

  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less d staff. Together with other sectors, identify sector-integrated capacity building opportunities

Representation, Advocacy & Organisational Learning

  • Ensure that Save the Children’s work is coordinated with efforts of other agencies and Government, including timely sector reporting and take a leadership role within Interagency Coordination forums (Shelter Cluster), ensuring the specific needs of children are being addressed.
  • Take steps to document lessons learned for wider dissemination.
  • Identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Civil Engineering, Construction with Master’s degree in any discipline, A suitable qualification in Architecture, Planning, Structural or Civil Engineering. Experience can substitute for qualifications but not vice versa.

Essential

  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects of the job. Commitment to Save the Children Child Safeguarding policy.
  • First phase leading rapid setup of emergency response programs, with multiple projects being started and implemented simultaneously.
  • Expertise in project management and of managing large scale programmes in an NGO.
  • Knowledge and of having managed programs in NFIs, Cash and Shelter.
  • Leadership qualities, motivational skills, mentoring ability; hiring and on-boarding a team in a first phase response.
  • Experience of program cycle management, and in a complex and matrix-managed organisation
  • Knowledge of effective financial and budgetary controls; ability to manage large and/or concurrent budgets.
  • Solid writing comprehensive, high quality narrative reports for donors and other external constituencies; supporting national staff colleagues to engage in reporting by systematically collecting and compiling correct, meaningful information/data, etc.
  • Excellent interpersonal, communication and presentation skills
  • Fluency in written and spoken English required
  • Experience living and working in a complex, high risk or hardship environments; demonstrated ability to live/work and maintain personal wellness and productivity in such an environment
  • Ability and readiness to work as part of surge team during an emergency; commitment to humanitarian response principles and accountability frameworks, especially in working with very vulnerable populations
  • Self-motivated with the ability to work autonomously in a highly stressful and challenging environment.
  • Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.
  • Proficiency in CAD software, with the ability to develop architectural drawings, bills of quantity and specification for construction

Desirable

  • Awareness of public health issues as applied to emergency settings, with special attention to the needs of children and women.
  • Knowledge of transitional shelter and settlements options including host family support, collective centres and camps.
