Context: Within its Migration Health Division (MHD), IOM delivers and promotes comprehensive, preventive and curative health programmes which are beneficial, accessible, and equitable for migrants and mobile populations. Bridging the needs of both migrants and IOM member states, MHD, in close collaboration with partners, contributes towards the physical, mental and social well-being of migrants, enabling them and host communities to achieve social and economic development. The Middle East Response (MER) is an initiative that will provide essential HIV, TB and malaria services to key and vulnerable populations. In June 2016, the Global Fund identified MHD IOM as the Principal Recipient for its Middle East Response Grant. The Middle East Response is a differentiated and innovative approach to ensuring that current HIV, TB and malaria grants from the Global Fund to these countries are implemented more effectively and efficiently through an implementation approach using a unified regional platform managed by IOM supported with several policy exceptions from the Global Fund mainly associated with simplification, streamlining and decreasing the time of the proposal submission and grant making processes to ensure timely and effective response in the region. Under the overall supervision of the Chief of Mission (CoM) of IOM Yemen, and the direct supervision of the Senior Programme Coordinator (Migration Health) in Yemen Country Office (CO), and the direct technical supervision of the Senior Regional Project Coordinator, Regional GF MER Project Management Unit, and with the guidance of the Director of Migration Health Division and in coordination with the Regional Migration Health Specialist, the Project Manager (GF/MER) will be responsible and accountable for managing, coordinating and monitoring the selected health assistance activities in Yemen CO, as well as resources related to the Global Fund’s MER project. Core Functions / Responsibilities: 1.Manage the implementation of the MER project in coordination with the key health partners in Yemen and in line with the national strategic plans by: a. Assessing and identifying the project (TB, HIV, and malaria) needs; b. Conducting strategic planning; c. Carrying out monitoring and evaluation activities; d. Ensuring communications including sharing information across international and national partners in the country . 2.Provide technical advice and guidance to the regional, national and local partners and stakeholders on project activities and implementation, as well during the conducted field visits. 3.Liaise with national programs / Ministry of Health strategies related to the MER project implementation. 4.Develop and guide the strategic direction of the MER project with national governments and their ministries of health, national disease control programs (TB, HIV and malaria), and other related ministries responsible for refugees, migrants and Internal Displaced Populations within the country. 5.Explore potential entry points for expanded collaboration with health authorities and partners on Global Fund and migration related activities. 6.Design materials and ensure the delivery of training to the GF MER project staff for the implementation of the project in alignment with national programme guidelines; support and supervise the implementation of best practices. 7.Monitor and analyze the project’s’ process toward achievement of indicators, outputs and outcomes, specifically aimed at increasing effectiveness, recommending specific actions for improvement, and supervise the development of evaluation protocols. 8.Prepare administrative, technical, status and other required reports; Coordinate and ensure the creation, collection and sharing of information related to GF MER project in appropriate forums. 9.Represent IOM at health and cluster meetings, and review meetings of Sub Recipients and partners / stakeholders for strategic planning, advocacy exercises and communication initiatives. 10.Support the development and maintenance of donor relations and participate in resource mobilization activities. 11.Regularly meet with the national Program Manager and the team and coordinate closely with and support sub-national managers; represent Project Management Unit in project reviews and other meetings. 12.Coordinate activities and reporting of ‘Health Coordinators at sub-national level for capacity building, programme coordination. 13.Support supervision of health facilities, providing accurate recording and reporting of project data. 14.Perform such other duties as may be assigned. Required Qualifications and Experience: Education • Master’s degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine, or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience • Operational experience in TB, HIV, malaria, health programming in complex emergencies setting for marginalized and vulnerable populations, including conceptualization, analysis and implementation of programme; monitoring and evaluation of health programme and protocols; and/or resource mobilization; • Prior coordination work experience with international health agencies, Government counterparts, NGOs and donors is essential; and, • Previous working experience with the Global Fund programmes is an advantage. Skills • Knowledge of structures and functions of health sector, familiarity with the Middle East contexts particularly in Yemen is an advantage; • Familiarity with regional health sector strategies, an advantage. Languages IOM’s official languages are English, French, and Spanish. External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
