Summary: Ensuring the promotion of inclusiveness, gender equality and equity is one of the fundamental values of SPARK. Furthermore, SPARK conducts Women Economic Inclusion Programme, which highlights inclusive and sustainable economic growth from a gender perspective, incorporates coaching and mentoring as well as skill trainings, career guidance and linking with the opportunities, with its local implementing partners. SPARK is committed to effectively mainstream gender into its’ day-to day work and the design and formulation of its programs. SPARK also requires its implementing partners to be committed to integrating a gender perspective in all its policies, programmes, projects and organizational practices. SPARK is seeking a mission-driven, experienced and inspiring expert to shape and design SPARK’s gender strategies for both organization and its programmes as well as provide SPARK’s staff members and its local implementing partners with an initial training on the gender awareness. The project duration is 3 months, and should start on October 1, 2022. Target Group: SPARK Turkey and Middle East offices (approximately 25 SPARK staff members) SPARK’s Implementing partners (at least 2 partners in Jordan) Tasks: Under direct supervision and guidance of the Regional Programme Manager in close collaboration with SPARK’s Jordan Country Manager and experts, the Gender Expert will be conducting the following tasks in below. Gender analysis to identify gender related issues in the organizations and its interventions: Review SPARK policies, procedures, current regulations and practices. Conduct FGDs and/or KIIs with female SPARK staff members. Assess and identify potential gender-differentiated impacts of the programmes. Strategy development for gender mainstreaming in the organization and its programmes: Develop a conceptual framework including goals, strategic objectives, work plan as well proposed institutional settings, working and communication methods to be achieved within a specific timeframe for SPARK. Develop an action plan that identifies opportunities and entry points for mainstreaming gender into the SPARK programs. Provide recommendations on how to address current statutory or operational shortcomings that may prevent the SPARK from the full implementation of the Strategy. Identify most effective trainings and resources to support staff’s gender literacy. Provide cost estimates for the implementation of the plan of action for gender mainstreaming. Gender awareness training and introduction of the gender mainstreaming strategy to SPARK Develop a gender awareness training (gender and concepts in gender such as equality equity; sexual harassment and Gender-based Violence (GBV) in the workplaces; gender perspective in designing, implementation, monitoring and evaluation of policies, programs and projects) for the SPARK staff members based on the gender assessment findings. Deliver the gender awareness training to provide the SPARK staff members with the relevant knowledge, skills and values that allow them to contribute to the effective implementation of the gender-mainstreaming strategy in their offices. Conduct a meeting with regional and country leadership for regional and country-level strategies including recruitment, gender inequalities and gaps in their fields, monitor progress and evaluate programmes from a gender perspective and Complaint and Response Mechanism (CRM) for gender sensitive cases. Conduct a meeting with HR with a particular focus on what is needed to recruit, develop, and retain a diverse and gender -sensitive community. Conduct a meeting with the M&E team for M&E tools with a strong gender focus. Conduct a meeting with the Communication team for gender-based communication materials increasing knowledge, dialogue and conversations about critical issues that will be distributed across the SPARK offices. Gender mainstreaming training for local implementing partners Conduct interviews with the executive leaders of the local implementing partners to identify the needs of local partners in terms of organizational gender mainstreaming and gender programming. Develop a customized training programme to introduce the SPARK gender mainstreaming strategy as well as help them how to integrate a gender perspective in all their policies, programmes, projects and organizational practices. Expected Deliverables SPARK Gender Mainstreaming Assessment Report SPARK Gender Mainstreaming Strategy Two training packages on gender for both SPARK and its implementing partners Required expertise, qualifications and skills Postgraduate university degree or equivalent with relevant work experience in gender studies or equivalent (political science/ international relations/ development studies, etc.); Fluency in written and spoken English is required. Minimum of 10 years of professional work experience Demonstrated experience in gender, developing and delivering training Demonstrated commitment to gender equality, gender mainstreaming, women employment and inclusive knowledge about the cultural background of perspectives approaching to women.
