The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA Norway belongs to the world wide network, comprised of more than 130 supporting and implementing country offices. ADRA Norway is seeking to recruit a Consultant to train educators on pedagogical content knowledge for the 21st century skills.
Purpose and Objective(s)
The purpose of this assignment is to improve awareness and adaptations needed in teaching-learning strategies, methodologies, materials and curriculum that would benefit all children in schools to access quality education and develops skills, knowledge, attitudes and values and enables them to become successful life-long learners who can learn, un-learn, and relearn; find and retain productive work; make wise decisions; and positively engage in their communities. The objective of the assignment is to improve student achievement through improved teacher training in the 21st century skills.
Scope of Work
There is a growing consensus that school systems need to develop young people with certain core skills and competencies (also known as 21st century skills or deep learning skills). This therefore means that training educators (teachers and school leaders) becomes imperative. The planned training shall aim to introduce educators to core skills, why they are essential for students and how to embed the skills into classroom activities. The following six skills have been identified as core for the training:
- Critical thinking and problem solving
- Collaboration and communication
- Creativity and imagination
- Citizenship
- Student leadership and personal development
- Digital literacy
Timeline of Activities
The assignment is expected to commence on 23rd May 2022 for a timeframe that will jointly be agreed upon between the Program Team and the consultant. A detailed timeline is to be proposed by the consultant will be reviewed collaboratively prior to the commencement of the assignment. The consultant will be required to submit a technical proposal including a training plan indicating the number of days and rate for the consultancy work with a realistic action plan. As a guideline, the breakdown should consist of inception phase, pre-training preparations if any (training needs assessment, training manual), training workshop and reporting phase (training workshop report and final training manual) as appropriate.
Methodology
It is important to note that strategies for widening participation within mainstream schools/classrooms cannot be implemented in isolation from the context of the wider school and home situation. In order to increase educational opportunities for all learners, a number of inter-connected factors must be in place to support the work of individual teachers.
The consultant is however expected to propose least-cost but the most effective approach to undertake the assignment as needful. The viability of the proposed approaches and methodologies will be evaluated by the project team prior to commencement of the task.
Expected Deliverables
All deliverables will be completed with guidance, input and feedback from the Project Manager or designate. The following outputs are expected:
i. Inception report with detailed work plan for undertaking the assignment;
ii. Draft and Final Training Report including the training resources;
Terms and Conditions:

Payment is contingent on approval by the Project Manager and will be made as per the signed contract.

Logistics: The consultant’s travel from base to the field and back after the end of the contract will be covered by ADRA.

Professional fee: The consultant will propose the professional fee as part of their financial proposal. (Daily rate X number of days = Total professional fee).

Tax and insurance: The consultants shall be responsible for their income tax and/or insurance during the assignment.

Code of conduct: The consultant is bound by the principles and conditions of ADRA’s Code of Conduct.
A contract which will detail additional terms and conditions of service, aspects on inputs and deliverables will be signed by the consultant prior to commencement of the assignment.
Consultant’s Qualifications and Experience
- At least Bachelor’s degree in Education or relevant field;
- Demonstrated /knowledge in technical capacity assessment and trainings;
- Experience in training educators;
Knowledge and Skills
₋ Demonstrated knowledge and skills in stakeholder participation techniques;
₋ Demonstrated knowledge and skills in facilitating workshops;
₋ Demonstrated knowledge in research and analytical skills in educational matters;
₋ Strong communication, documentation and presentation skills;
₋ Excellent command of written and spoken English and Somali languages;
