ABA ROLI is a non-profit organization that implements legal reform programs in roughly 50 countries around the world. ABA ROLI has nearly 500 professional staff working abroad and, in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice, and a wide array of civil society organizations, including human rights groups.
The American Bar Association Maldives Rule of Law Initiative (ABA MROLI) is looking for an international consultant to develop and carry out a performance management training program for staff at the Attorney General’s Office of the Republic of Maldives (AGO). Applicants should have previous experience in human resources training and development, preferably for justice-sector agencies in an international context. The position is expected to include approximately 4 sessions spread out over approximately 2 months.
- BACKGROUND
ABA ROLI works to advance rule of law in the Maldives in partnership with legal and justice sector institutions, providers of free and low-cost legal aid, and organizations engaged in advocacy for legal reform and civic education. ABA ROLI aims to strengthen the capacity and operations of justice sector institutions and assist them in implementing reforms that reflect internationally accepted good practices for the justice sector, creating strong, independent, inclusive, and transparent institutions. ABA ROLI seeks to provide technical assistance and expertise to create an effective, independent, and competent legal profession that will play a leading role in promoting and upholding the cause of justice now and in the future. ABA ROLI works to strengthen legal institutions, to support legal professionals, to foster respect for human rights, and to advance public understanding of the law and citizen rights.
- ASSIGNMENT OBJECTIVE
The American Bar Association Rule of Law Initiative (ABA ROLI) is providing training opportunities for the Attorney General’s Office of the Republic of Maldives with the objective of capacity building of AGO staff with a view to legal sector reforms.
- SCOPE OF WORK
The consultant will be responsible to develop training materials and conduct the training virtually in collaboration with the Attorney General’s Office and ABA ROLI. The consultant is expected to conduct 4 virtual sessions, roughly 2 hour per session, spread out over approximately 2 months, subject to changes based on consultations between the trainer and the Attorney General’s office.
The target audience for this training include the staff in HR, and staff at the supervisory and management levels. And the learning outcomes envisaged include, but are not necessarily limited to the following:

Understand the fundamentals of Performance Management, and the role of each player in the institution in contributing to the overall productivity of the institution.

Understand the key players in promoting a better Performance Management.

Understand how to keep employees more engaged, and how to retain talent in the institution.

Understand how to best define goals in order to fulfil the institution’s mandate and objectives.

Understand the importance of seeking specialist coaching for Senior Management and Supervisory staff to be better able to coach and advise the employees. And understand the best approach in achieving this.

Understand how to set the right expectations.

Understand the best approach in setting performance standards.

Understand how and when to determine individual training and performance plans.
-
Understand the importance of effective communication between the team members.
-
Understand how to improve workplace and employee skills and performance, both in the short-term and advance career trajectory.

Understand how to best promote decent work and economic growth while at the same time maintaining good health and well-being of the workforce.

Understand how to balance past performance with future development.

Understand that problems could arise from external factors such as lack of human and/ or other resources, internal processes, organizational policies etc. Thus, to understand how to tackle such issues.

Any other aspects the consultant thinks best suited to this training.
The sessions should be custom designed to cater to the respective target audience indicated above based on the learning outputs aforementioned in this TOR.
- EXPECTED OUTPUTS AND DELIVERABLES
The consultant will be responsible for the following deliverables:

Pre-training survey: The consultant is responsible to develop and circulate via email a common pre-training survey to gauge the focus areas of the training.

Training materials: The consultant is responsible to develop and design the relevant training materials, modules and power point slides as needed for the training, and circulate via email any reading materials where applicable ahead of the sessions. At the end of the training, the consultant is required to share the training materials and a TOT which can be used as a reference guide within the institution.

Virtual Training: The consultant is responsible to deliver the trainings live and virtual, preferably via Teams or Zoom.
Other responsibilities: The consultant is required to communicate via email with the designated officials at the Attorney General’s Office and ABA ROLI, any changes and updates related to the training in a timely manner. And hold meetings as needed to clarify any complex issues with the said team members.

- DURATION OF THE ASSIGNMENT
This assignment will approximately take 8-12 weeks. The consultant should come up with a clear timeline while submitting the proposal taking into consideration the estimated number of sessions needed for the captioned training as stipulated in this TOR.

QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONSULTANT
The consultant is expected to fulfil the following criteria in terms of the expertise and qualifications:

A minimum of a bachelor’s degree in Human Resources and Management, or Organizational Psychology, or a related field.

A minimum of 10 years’ experience working in the Human Resources and Management including at least 5 years’ experience in Leadership and life skills training and development.

A minimum of 3 years’ experience in developing training content on the same thematic areas.

Must have substantive knowledge and experience in Human Resources and Management, People Management, Leadership and life skills and diverse expertise in Social Sciences.

Fluency in written and spoken English is required.

Demonstrated ability of timely completion of assignments.

Flexibility to work outside of normal business hours.

Highly organized, with ability to multi-task and ability to work under pressure.
-
Prior experience working in a multi-cultural environment.
-
Interest in and commitment to the Rule of Law.
