The USAID Project Management Specialist (Education) serves as a recognized specialist in education in crisis and conflict environments and in workforce development for youth. The incumbent shall be the advisor to the Mission, the Government of Honduras (GOH) and the Embassy on all aspects related to the Mission’s programs in education in crisis and conflict and workforce development for youth at risk. S/he participates in and supports the management and coordination of programs, projects and activities within the USAID Education and Workforce Development Program; is a thought leader in strategy development and review; manages internal and external coordination, program design, management; and analyzes performance and sector technical reports. S/he will serve as a manager and technical advisor for all education in crisis and conflict and workforce development initiatives of the Mission’s education program, supporting the Education Office Director in ensuring that USAID meets the highest standards of professionalism, efficiency, and quality in working with the Ministry of Education, municipalities, communities, and other donors to achieve planned results. S/he serves as a supervisory unit lead and provides strategic oversight and technical leadership across the Education Office’s portfolio. As such, the incumbent shall provide management and technical support to the USAID/Honduras’ Education Office Director, Deputy Director, and the education team. The USAID Project Management Specialist (Education) advises superiors on the implications of political and social developments on the education and workforce development portfolio, establishes and maintains senior-level contacts on behalf of USAID with the GOH, private sector, other donor and non-governmental organizations, universities, and research institutions. The job holder works closely with the Education Office Director and Mission Leadership to develop technical documentation, analysis, and research to develop strategies for the workforce portfolio and USAID/Honduras’ citizen security objectives. S/he represents the Mission in discussions and negotiations with implementing partners (IPs) and other donors, monitors ongoing programs, and prepares performance reports, briefing documents, concept papers and other periodic documentation for USAID/Washington and other USG stakeholders. The job holder represents USAID and assists Missions Management, the Education Office and visiting officials in public meetings, events, field trips and discussions with US and host country government Officials, IPs, Civil Society, and other Donors. S/he also leads the coordination of a donors working group focused on workforce development.

The USAID Project Management Specialist (Education) position is located in the Education Development Office (EDO) directly reporting to the Education Office Director, or her/his designee, and supervises three (3) Cooperating Country National Personal Services Contractors (CCNPSC).
